Description

SUMMARY - An employee in this position is the first line supervisor overseeing the work of unskilled, semi-skilled and skilled employees performing maintenance, repair and construction activities. The employee is responsible for the safe and efficient operation of assigned their employees. Performance of manual tasks in assigned work is required. The work is performed under the supervision of the Street Maintenance Supervisor but leeway is granted to exercise independent judgment and initiative. The nature of the work performed requires the employee to establish and maintain effective working relationships with other employees, and the general public. The principal duties of this position are performed in an outdoor work environment with potential personal hazards.

ESSENTIAL DUTIES & RESPONSIBILITIES

Directly supervises a work crew, and participates in repair, maintenance and construction activities such as street maintenance, refuse collection, pavement markings, tree trimming/planting, snow removal operations, and repair and construction work.

¨ Establishes and maintains work zone traffic controls in accordance with the Manual on Uniform Traffic Control Devices.

¨ Establishes job priorities and time frames for assigned personnel.

¨ Monitors completion of job assignments to ensure compliance with standards and instructions and revises instructions and time frames as necessary.

¨ Trains employees on equipment, task procedures, work standards and proper safety procedures.

¨ Completes thorough and accurate reports on daily work activities, including tasks completed.

¨ Reviews and analyzes methods, policies, procedures, and performance to implement or recommend implementation of objective improvement systems.

¨ Determines when additional staff and resources are necessary to complete duties in a timely manner and coordinates needs with other supervisors.

¨ Performs other duties of maintenance crews as necessary.

¨ Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.

¨ Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

¨ Responds to citizens’ questions and comments in a courteous and timely manner.

¨ Performance of emergency related duties after hours is required

¨ Willingly and cooperatively accepts other duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES – This is a responsible supervisory position requiring the incumbent to be knowledgeable and experienced in Municipal Public Works maintenance activities. The person in this position shall be able to effectively plan the work of and supervise work crew, document their performance, and provide training in safety and work methods with minimal supervision. Responsibilities include managing employees, addressing complaints, and solving problems.

MINIMUM QUALIFICATIONS

Background - Applicant must be a citizen of the United States (U.S.) with no convictions of a felony or a serious crime. Applicant must also complete a background examination that will include, but is not limited to, a criminal history check, education and professional certification verification, and drug testing before employment with the city.

Education and Experience - High School diploma or GED and two (2) years’ experience directing and supervising maintenance activities related to roadways and appurtenant structures, traffic control devices, and snow removal operations.

Certificates, Licenses, Registrations - Must possess a Maryland Class B Commercial Driver’s License with Air Brakes endorsement or a comparable driver’s license issued by the employee’s state of residence, and a proven safe driving record. Possession of a current Maryland State Highway Administration (SHA) or American Traffic Safety Services Association (ATSSA) Flagger Certification Card, Community Forestry Workshop Traffic Control Devices and Work Zone Traffic Controls certified courses or the ability to acquire within 6 months of employment. Completion of the National Incident Management System (NIMS) command courses required by the City Office of Emergency Management within six (6) months of employment with the City.
