Work is performed primarily in a standard office environment. There may be some outside work with exposure to weather conditions and construction hazards.
Physical FactorsLight physical demands with the ability to carry up to 25 lbs and reasonable ability to bend, climb, and move around construction sites. Frequent use of a personal computer.
Work Situation FactorsPosition involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded at RX22.
- Provides professional and competent project management for facility, infrastructure, and other construction projects for the City; manages project from inception to completion.
- Manages and oversees staff through appropriate delegation and work supervision; ensures effective and efficient services and resources and coordinates the design of facility and related planning.
- Trains, coaches, instructs, counsels, and facilitates employees and contractors ensuring that all established policies and procedures are followed and all activities remain in compliance with local, state, and federal regulations.
- Drafts and creates requests for proposals and formal bid documents to secure outside services; secures bonding and insurance from various vendors and administers contracts between owner and vendors.
- Coordinates, manages and oversees projects from beginning through completion ensuring compliance with City rules, guidelines, building codes and laws; researches and obtains technical information for each project.
- Develops and writes contracts, communicates scope of work, monitors project timeframe, forecasts estimated costs, and identifies projected completion dates; issues notice to proceed documentation and submits requests for payment.
- Administers multiple pricing agreements and monitors account balances; provides account balances to section heads; requests invitation to bid or renewal of pricing agreements and monitors expiration dates of each agreement.
- Meets and communicates with staff regularly to review work in progress, discuss and resolve administrative and workload issues, and prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvements.
- Periodically inspects work sites to ensure work is on time and performed according to contract specifications and all applicable codes.
- Plans, organizes, and schedules public input meetings for various proposed capital projects.
- Communicates project status with supervisors, customers, and department management.
Bachelor’s Degree in Civil Engineering, Architecture or a related field AND eight (8) years of experience in the construction industry to include two (2) years’ experience in project management is required. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.
