Nature of Work

Plans, oversees, coordinates, supervises, and monitors special events for the Parks and Recreation Department. Directs and oversees personnel and volunteers promoting and evaluating all activities and ensuring safety of participants and staff.

Environmental Factors

Work is performed in standard office environments and at various locations and facilities and outdoors, where occasional hazards may exist, including uneven ground surfaces as well as varied weather and traffic conditions.

Physical Factors

Light physical demands; mostly desk work requiring the ability to lift and carry files and reports and frequent use of a personal computer. Ability to effectively communicate verbally and listen to participants. Ability to observe surroundings and identify safety issues.

Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position will be used to hire a full-time, regular, exempt position.

This positions is graded RX13.

Duties and Responsibilities

  • Organizes, promotes. and evaluates events to ensure the safety and satisfaction of participants; oversees the use and condition of event venues, equipment, materials. and other assets; identifies and reports issues needing repair or maintenance; ensures adequate levels of resources.
  • Develops, designs and recommends new event programs to expand offerings and participation levels.
  • Schedules employees, coaches employees, calculates time cards, processes paperwork such as daily, weekly, and monthly reports and meets with staff.
  • Manages and oversees the facility to ensure the facility is safe and in working condition for programming; meets daily with staff to review work in progress, discuss, and resolve issues.
  • Prepares and presents various reports, forms, and documents, including incident reports regarding unsafe, unusual, and/or illegal activities or incidents.
  • Supervises, oversees, and manages time sheets and personnel documents; ensures they are filled out correctly and turned in on time; prepares and submits incident reports regarding unsafe, unusual, and illegal activities or incidents.
  • Oversees procurement activities for event supplies, services, equipment, and other items to ensure compliance with established policies and procedures
  • Reviews, maintains, and updates records in various formats and systems to ensure data integrity and adherence to internal controls and practices.
  • Evaluates event programs and activities to ensure customer and staff needs are met; continuously works to improve event operations, streamline processes. and provide efficient services.
  • Researches, collects, and analyzes data, and reports on event operations and services to evaluate effectiveness, recommend improvements, and implement solutions.
  • Meets regularly with event staff to review work in progress. discuss and resolve issues. and prioritize and assign tasks to ensure deadlines and performance standards are met.
  • Ensures staff maintain safe and aesthetically pleasing event venues and adhere to policies and procedures for efficient and safe operations; ensures compliance with all applicable rules and regulations.
  • Manages event staff through proper delegation and supervision to provide appropriate levels of service and resources; coordinates and manages various event projects, monitors work, evaluates performance, and provides training, counseling, and coaching to meet established goals and objectives.
  • Promotes and supports positive relationships with community groups and other agencies; provides information on event programs and processes to individuals and groups with varied backgrounds.
  • Coordinates event programs and activities with other departments and community agencies to meet established goals and objectives.
  • Responds to and resolves complaints. issues. inquiries. and problems related to events as authorized and in accordance with established policies and procedures.

Minimum Qualifications

Bachelor's degree in Public Relations, Recreation, Business or Public Administration, or related field AND two (2) years of experience in public relations, community relations, or recreational programming. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)

Valid driver’s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge, Skills, and Abilities

Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; area resources, locations, and events; purpose, use, and benefits of community programs, resources, activities and support agencies; event planning, public relations, current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.

Ability to: perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.

Skills in: reading, understanding, and applying relevant rules, ordinances, codes, regulations, policies, and procedures; effectively managing assignments; responding to inquiries timely and within the scope of delegated authority; responding appropriately, maintaining objectivity and freedom from prejudice, and exercising sound judgment and understanding in all interactions; effectively working independently, or as a team member, in various environments with changing priorities; preparing and presenting various reports, documents, forms, and correspondence; researching information, analyzing data, maintaining accurate records, and updating information in various mediums and formats; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.
