Nature of Work

ANIMAL SHELTER PERSONNEL ARE EMPLOYEES OF THE ANIMAL SERVICE CENTER OF THE MESILLA VALLEY – NOT THE CITY OF LAS CRUCES.

Performs highly responsible analytical work to assist Executive Director in managing budget, accounting, procurement, payroll/benefits, and management issues and projects.

ENVIRONMENTAL FACTORS

80% of the day is spent at a desk, 5% is spent standing and 5-10% is spent moving to various locations within the facility; lifting and carrying up to 10 pounds; frequent handling of files and reports; will be exposed to animals, smells, etc.

PHYSICAL FACTORS

Light physical demands; frequent to constant use of personal computer; some lifting and carrying of files and reports; occasional lifting of moderately heavy objects (up to 30 pounds); essential and marginal functions may require sitting for prolonged periods; may be expected to physically handle animals.

WORK SITUATION FACTORS

Position involves completing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues; may be assigned to a non-traditional work schedule based on operational need; some handling of animals may be required; may have animals housed in office work area. Position is subject to drug testing in accordance with applicable State and Federal regulations and ASCMV policies.

Fulltime, regular, non-exempt position with the Animal Service Center of the Mesilla Valley (ASCMV).

This position is graded XN17.

Duties and Responsibilities

  • Develops annual budget for the ASCMV identifying requirements for personnel, supplies, services, and capital expenditures; prepare preliminary and adopted budget documents. Responsible for monitoring ongoing budget and expenditures for all ASCMV programs. Prepare and review budget changes, accounting activities, and other administrative functions to assure compliance with ASCMV policies and those of the fiscal agent.
  • Analyzes financial data and prepares various special and recurring reports. Reconciles funds, budgets and accounting issues and procedures; provides and explains technical and financial information to external agencies and management.
  • Performs daily cash accounting. Prepares reports and submits daily deposits to CLC cashier department. Insures timely deposits of cash receipts and verifies customer receipts in shelter database for audit purposes.
  • Plans and coordinates administrative support functions and services for ASCMV; provides administrative management of sensitive and confidential issues; assures that action items are properly processed, managed and resolved; prepares information necessary for administrative decisions and implementation of policies and decisions.
  • Anticipates and prepares material needed by the ASCMV Executive Director and/or management staff for correspondence, appointments, meetings, conferences, etc; composes correspondence and other documents on a wide variety of subjects requiring knowledge of the procedures and policies of the ASCMV; creates, edits and processes complex and confidential correspondence, technical documents, information packets and other communications; may take and transcribe meeting minutes.
  • Performs all payroll activities including maintaining records for time worked, overtime, leave of absence documents, track and report all leave of absences, report abuses to Executive Director. Responsible for the creation and accuracy of all statistical reports pertaining to animal intake and outcome for presentation to the Executive Director, JPA Board of Directors, and the general public.
  • Responsible for the procurement and payment of all animal shelter supplies, veterinary medical supplies, services, and capital assets and equipment. May develop, write, update, and verify new or existing vendor bid specifications, research cost effective products and services, and recommend appropriate vendors.
  • Special projects as assigned – may include PERA program management; grant writing assistance; assisting with off-site adoption/clinic/or community events; data entry, working with the public concerning donations, adoptions, public surgeries, or returning animals to their owners, writing correspondence, articles, newsletters.
  • Treating all animals humanely, properly, and with compassion at all times regardless of the situation or circumstance and promoting a humane and caring attitude toward all animals.

Minimum Qualifications

Bachelor’s Degree in Business Administration, Accounting, Finance or related field AND three years experience in fiscal, administrative, operations or management analysis; one year of experience in Public Sector preferred. A combination of education, experience, and training may be applied in accordance with ASCMV policy.

LICENSES/CERTIFICATIONS

Valid driver's license is preferred. If applicable, position requires an acceptable driving record in accordance with the Animal Service Center of the Mesilla Valley (ASCMV) policy. Additional technical certifications and training may be required for some positions in this job class.

Knowledge, Skills, and Abilities

Must have: A compassion for animals, comfortable working in the shelter environment and willing to accommodate animals in the work place.

Knowledge of: Accounting and budget administration; principles and techniques of mathematical computations, statistical analysis; business and personal computers; spreadsheet software applications; operations management; policies and procedures; understanding of joint power agreements and working within the framework of a fiscal agent; principles of program evaluation, organizational planning, research design and analysis; principles of record keeping, case files and records management; project and grant management principles and techniques.

Skills in: Analyzing problems, identifying solutions, and recommending techniques for resolution of issues; preparing complete, comprehensive, and accurate reports; reading, understanding, and applying relevant statutes, rules, ordinances, codes, regulations, administrative orders, and other governing regulations; reviewing and maintaining files, reports and technical documentation; evaluating procedures for efficient and cost effective management of resources; using initiative and independent judgment within established procedural guidelines.

Ability to: Prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with ASCMV employees, fiscal agent employees, and the general public.
