Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities
- Coordinates routes, operator schedules, vehicle maintenance, and resolves service issues to demonstrate a continuous effort to improve transit operations, streamline work processes, and work cooperatively and jointly to provide quality services; assists director with operational planning, departmental supervision, and general budget development.
- Assists with the development and management of program budgets; approves budget expenditures; proposes and recommends budget changes/revisions for project and resource needs; participates in strategic planning; assures activities comply with established policies and processes.
- Assists with development, submission, and oversight of federal, state, and local transit grants; manage reporting and compliance requirements tied to grant-funded programs and capital investments.
- Supports preparation and updates of federally required plans including the Transit Asset Management (TAM) Plan, Disadvantaged Business Enterprise (DBE) Plan, and Public Transportation Agency Safety Plan (PTASP).
- Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures staff adhere to established policies and procedures to remain in compliance with local, state and federal regulations.
- Assists in coordination of the transit safety program to ensure compliance with applicable rules, regulations, and training requirements.
- Coordinates the planning, procurement, and execution of major transit projects, including vehicle acquisitions, technology upgrades, and facility improvements; leads cross-functional project teams to ensure timely delivery and budget adherence.
- Investigates incident reports, equipment and safety concerns, personnel issues, complaints and items of concern to provide appropriate and timely responses and recommendations; meets with staff and members of the public to manage ongoing issues, monitors video recording systems and ensures accurate and effective operation.
- Gathers and compiles data for National Transit Database (NTD) and Federal Transit Administration (FTA) reporting requirements; represents the section and coordinates transit involvement in local emergency and disaster response programs and planning.
- Manages electronic fare box and video recording systems to ensure accurate and effective operation; coordinates, develops, and implements programs to establish and improve bus shelters, benches, and transit information signs.
- Researches, develops, coordinates, and implements new routes by identifying areas for bus routes, identifying bus stops along those routes, coordinating with various departments on the construction, placement and implementation of the stops; trains staff on new routes.
- May operate transit, and para-transit, vehicles of various sizes in accordance with specific manifest instructions, and provide assistance to passengers as needed, to meet service delivery expectations in providing public transportation.
- Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information; stays current and informed on industry trends, regulations, and issues to maintain regulatory compliance; identifies areas of concern to management for review and potential action.
- Meets regularly with staff to review work in progress, discuss and resolve administrative, workload and technical issues, and to prioritize and assign schedules, routes, tasks, and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets and communicates applicable rules and regulations to provide guidance in developing, implementing, and administering policies and procedures.
- Manages and monitors financial activities of assigned budgets and grants to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
- Serves as department liaison to?applicable?committees and boards?to ensure appropriate levels of service, support, and resources.
- Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; principles and practices of administrative management, including personnel rules and effective employee supervision; City and state traffic regulations, signs & signals, and safety procedures; geographic features and streets within the service area; standard radio broadcasting procedures and rules; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
