This is responsible clerical work involving the processing of permit applications, issuing permits, receiving, and disbursing of monies. Individuals in this class receive supervision from the Building Official.ESSENTIAL DUTIES AND RESPONSIBILITIES:

Technical
Provides friendly, professional customer service
Inputs incoming building permits; routes permits and documentation to the appropriate departments for review
Issues building permits
Updates the business tax receipts and registers new businesses
Reviews approved permits and fees; prepares permits for release and calls applicants
Ensures all contractors and sub-contractors are registered prior to the release of the permits
Reconciles the money received daily and performs cash accounting for the division
Generates expired permit warnings for businesses; mails them out when necessary
Answers and routes phone calls to the appropriate person or department
Maintains correspondence with the City and outside entities

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
High school diploma or General Education Diploma (GED) and at least one year of permitting, licensing, and/or customer service experience which includes considerable public contact, preferably in a construction or municipal environment; or an equivalent combination of education, training, and experience
International Code Council (ICC) Permit Technician certification preferred
Valid Florida Driver's License or from another state for transfer within 30 days of hire
Knowledge, Skills, and Abilities:
Thorough knowledge of modern office equipment, office practices and procedures
Excellent command of the English language and an above average competency in arithmetic
Familiarity with the construction industry, the Florida Building Code and State Statutes as they relate to construction
Ability to work under moderate stress
Ability to establish and maintain effective working relationships with employees and the public
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 100% inside a climate controlled building.
Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent bending/stooping, fine manipulations, grasping, kneeling, reaching, repetitive motion, and lifting/carrying objects weighing up to 15 pounds; occasional pulling, pushing, and lifting/carrying objects weighing up to 44 pounds. On rare occasions the work requires climbing, crawling, and lifting/carrying objects weighing more than 45 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read computer monitor screens, detect color coding, and read normal and/or fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
