Job Description
Conduct inspections of new and add-on commercial and residential construction to determine conformance to applicable mechanical HVAC (Heating, Ventilation and Air Conditioning), codes; review plans of construction, alteration, or repair to determine whether plans, workmanship, materials, and related subsystems conform with existing mechanical code requirements.

ESSENTIAL DUTIES & RESPONSIBILITIES

- Conduct on-site mechanical inspections of residential buildings and commercial buildings in the City to ensure that buildings are in compliance with the City's ordinance and mechanical (HVAC) codes
- Review plans, post inspection results, communicate with customers (contractors, property owners)
- Investigate complaints concerning violations of the mechanical (HVAC) code and City of Laredo ordinances. Respond to complaints of construction without a permit.
- Will be responsible for conducting assessments when needed and preparing written reports.
- Perform other duties as assigned.
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
- Knowledge of the existing ordinances, laws, and regulations governing mechanical (HVAC) installations and repairs used in inspecting commercial and residential construction sites to determine conformance.
- Knowledge of mechanical (HVAC) inspections (HVAC systems, ductwork, ventilation, exhaust systems).
- Knowledge of the materials, methods, and techniques of mechanical (HVAC) installations.
- Knowledge of the existing mechanical (HVAC) codes adopted by the City of Laredo.
- Knowledge of the existing International Building Code (IBC), International Residential Code (IRC) and International Mechanical Code (IMC) adopted by the City of Laredo.
- Knowledge of the International Code (i.e. Int. Residential Code, Int. Building Code, Int. Mechanical Code and Energy Code), Land Development Code and the City of Laredo ordinances to be able to review and approve plans.
Skills and Abilities:
- Ability to use City of Laredo GIS maps system to identify property information (building setbacks, utilities easements, flood zone, property lines, lot size, etc.)
- Ability to use Avolve plan review program to revise residential and commercial drawings on current construction projects.
- Ability to use electronic devices (computers, tablets, smart phones) necessary to complete reports and inspections.
- Ability to communicate via email.
- Ability to use Naviline for financial/permitting to post inspections results and verify if current projects have building permits.
- Ability to read plans and specifications and to determine conformance to codes and ordinances enforced by the division.
- Ability to make decisions to determine permit compliance with established standards.
- Ability to make independent decisions in accordance with established policies, procedures, and code requirements.
- Ability to maintain good planning and organizational skills.
- Ability to process 311's public complaints on inspections and follow current procedures to post results on the system.
- Ability to maintain cordial relationships with customers and respond to general public complaints.
- Ability to issue Stop Works and/or citations when contractors do not follow mechanical (HVAC) code and City of Laredo ordinances and file with court for non-compliance.
- Ability to build and maintain effective working relationships with others.

Minimum Qualifications
Required Education and Experience
- High School Diploma or G.E.D.
- At least five (5) years of experience in HVAC (Heating, Ventilation, and Air Conditioning)
Valid Licenses and Certifications

- (ICC) International Code Council Residential Mechanical Inspector Certification must be obtained within one (1) year of employment.
Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
