Position: Lead Utility Maintenance Worker

Department: Public Works - Utility Services

Hourly Range: $34.74 - $44.34 per hour (Union - 6000 Series)

FLSA: Non-Exempt - Overtime Eligible

Benefits eligible & 401(a) payment equal to 2% of base salary


Job Summary:

Under direction, the Lead Utility Maintenance Worker provides lead supervision to public works staff involved in tasks associated with the construction, maintenance, and repair of sewer/drainage/recycled water systems facilities; performs highly skilled tasks relative to assigned area of responsibility, and administers special projects and programs as assigned.

This is the advanced journey level class in the Utility Maintenance Worker series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes with this series including performing lead supervisory duties.

Supervisory Responsibilities:

  • May supervise Utility Maintenance Workers I & II

Examples of Duties & Responsibilities:

Duties may include, but are not limited to, the following:

  • Prioritize, assign, and review utility activities by providing lead supervision to field staff involved in the construction, maintenance, and repair of sewer/drainage/recycled water systems facility activities.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications, maintain pertinent log and records, and prepare various reports on operations and activities.
  • Supervise the installation, maintenance, repair, upgrade and/or replacement of sewer assets, manholes, drainage structures, fire hydrants, valves, meters and meter vaults; troubleshoot and/or repair sewer lift station, drainage pump stations, recycled water pump stations; supervise the operation of various tools and equipment; ensure the work crew's compliance with state and federal safety regulations.
  • Participate in the selection and evaluation of staff; provide or coordinate staff training; and recommend discipline as necessary.
  • Assist with the planning and coordination of work schedules and specific projects.
  • Answer questions and provide information to the public; investigate complaints and inquiries and recommend corrective action as necessary.
  • Submit prices and descriptions for items needed in the budgeting process and validate expenditures in conformance with budget.

 Knowledge of:

  • Basic techniques and practices used in construction, repair, and maintenance of public facilities and infrastructure.
  • General use, purpose and maintenance of tools, equipment, and methods used in field maintenance construction work.
  • Principles and practices of work safety.
  • Basic computer skills, familiarity with computer equipment and software programs.
  • Advanced journey-level working practices and techniques associated with the construction, maintenance, and repair of sewer/drainage/recycled water systems facilities, including, but not limited to materials, tools, and equipment used.
  • Pertinent local, Federal, and State legislation, regulations, and rules, including City Public Works Department policies, rules, regulations, and practices.
  • Basic principles of supervision and training
  • Ability to provide lead supervision, including training and evaluation, and assignment and prioritization of assignments of staff, relative to assigned area of responsibility.
  • Ability to, on a continuous basis, know and understand assigned activities and observe safety rules. Ability to intermittently analyze problem equipment/tools and identify safety hazards.
  • Ability to locate equipment and tools; interpret work orders; remember how to operate equipment; and explain jobs to other employees.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Possess a strong sense of accountability, ownership and pride in work performed. Self-managing, results-oriented, and capable of managing multiple projects and tasks.
  • Ability to work independently in the absence of supervision; ability to work in a team environment; ability to establish and maintain effective working relationships; ability to work with all levels of employees and management, and willingness to give assistance to co-workers.

  • Ability to interpret and carry out a variety of instructions furnished in written, oral, diagram, or schedule form.

Minimum Qualifications:

  • High School Diploma or equivalent.
  • Three (3) years of increasingly responsible experience performing field maintenance work similar to a Utility Maintenance Worker II with the City of Lancaster.
  • Possession of a CWEA Grade I Wastewater Collections Certification with the ability to obtain a CWEA Grade II within one year.
  • Possess excellent interpersonal communication skills both verbal and written.
  • Possession of an unrestricted Class A California driver's license, including tanker and air brake endorsements.
