JOB SUMMARY:

Performs various complex payroll and accounting functions, including: reviewing and compiling payroll data from time cards and time sheets and other attendance records; enters data into payroll system to generate bi-weekly paychecks, payroll deduction reports, earning statements, Internal Revenue System reports, pension system reports, insurance billing statements, union dues and variety of voluntary deductions; maintains documentation related to payroll; answers internal and external inquiries regarding payroll matters; performs any and all duties of an Accounting Specialist duties as required.

ESSENTIAL JOB FUNCTIONS: ( All responsibilities may not be performed by all incumbents.)

Receives a variety of attendance reports (ie. Time cards, time sheets, attendance reports, etc.) verifies calculations and documentation for accuracy, ensures that documentation is complete.

Enters data into the payroll system to generate paychecks, payroll deduction reports, earning statements, leave accumulations, crediting and utilization reports, Internal Revenue System reports, Ohio Department of Taxation reports, payroll deduction reports, insurance billing statements, pension contribution reports, union dues, and a variety of voluntary deductions.

Process new hires and terminations in payroll system including preparation of separation payments.

Prepare month-end and quarter-end journal entries for financial/payroll transactions.

Payroll deduction disbursement processing for all taxes withheld and post-tax and pre-tax payroll deductions.

Electronic submission of OPERS and OP&F monthly pension reports to include employee and employer contributions and reconciliation of pension withholding accounts. Ensure compliance with all pension reporting and withholding requirements.

Print payroll checks and direct deposit receipts using Payformance check print system.

Quarterly filing of IRS forms 941 and 941 Schedule B and Ohio Form IT 942.

Quarterly electronic filing of Ohio ODJFS payroll data and Multiple Worksite Report used for unemployment rates and Quarterly US Census reports.

Create and send electronic payroll direct deposit files and positive pay files to bank.

Year-end computer re-coding of all payroll codes for deductions, benefits, taxes and pay frequencies.

Process all special and bonus pays for Longevity, Merit Bonus, Perfect Attendance, EMT, HazMat, Firearms, Overtime Buyback, Holiday conversion, Sick conversion, Uniform allowances, LEADS, CDL Notary Public, etc.

Year-end creation, reconciliation and submission of W-2s to employees, State and Federal agencies and Municipalities.

Accurately record all employee change of status forms in Naviline payroll system and Precinct Manager Timekeeping system.

Compares wage computations, logs, and time records to detect and reconcile payroll discrepancies.

Prepares and enters electronic fund transfers and Internet financial transactions.

Records and enters employee information (e.g. tax exemptions, department transfers, promotions, demotions, address changes, leave pay, insurance coverage, marital status, job classification, terminations, etc.) into the payroll system.

Serves as Right Stuff/Precinct Manager administrator to include new hire and termination set up, pay rate changes, schedule changes, department changes, password rest, supervisor rights administration, timesheet review and payroll hours export.

Compiles and submits payroll status and other reports to departments as requested.

Processes and issues biweekly and special pay checks to supervisors for distribution to employees.

Receives and responds to internal and external inquiries concerning payroll and related matters.

Produces and distributes a variety of periodic complex and routine financial reports ensuring compliance with state and federal reporting requirements and departmental policies and procedures.

Provides assistance to state auditors by supplying requested information and answering questions.

Develops and maintains various filing systems.

Types letters, memos, charts, labels, reports, requisitions, forms or other correspondence on a computer or typewriter.

Opens, stamps, sorts and distributes incoming, interoffice, and/or outgoing mail.

Researches and corrects errors.

Files and retrieves documents in an orderly fashion so that materials can be easily located.

Photocopies reports, memos, and various documents for staff.

Disseminates a variety of information to various, agencies, divisions or departments via telephone, mail or FAX.

Performs any and all the duties of the Accounting Specialist as required.

Participates in process improvement learning and projects. Works efficiently and effectively while implementing principals of continuous process improvement.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Associates degree in Business Administration or a related discipline; and,

Five years of experience performing accounting, bookkeeping and/or payroll work; or,

Any combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

Accounting practices and principles.

Policies and procedures, codes, ordinances and departmental operating standards in assigned department.

Principles and practices associates with a governmental payroll system.

State and Federal laws and regulations related to payroll processing (e.g. FLSA, IRS, FITW, FICA, FUTA, etc.) and state pension system regulations and requirements.

Municipal ordinances and collective bargaining agreements as they relate to compensation and benefits.

Record keeping, report preparation, filing methods and records management techniques.

Correct English usage, including spelling, grammar, punctuation, and vocabulary.

General office procedures, policies and practices, as well as knowledge of computer and other general office equipment.

Applicable state, federal and local ordinances, laws, rules and regulations.

Standard business arithmetic including percentages and decimals.

All computer applications and hardware related to performance of the essential functions of the job.

Skill in:

Using tact, discretion, initiative and independent judgement within established guidelines.

Analyzing and resolving office administrative situations and problems.

Researching, compiling, and summarizing a variety of informational and statistical data and materials.

The use of a typewriter and/or computer software and equipment.

Using a computer to accurately and rapidly enter and retrieve data and information.

Communicating orally with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner.

Operating and routine maintenance of general office machines such as copiers, facsimile machines, telephone systems and paging systems.

Mental and Physical Abilities:

Ability to read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth.

Ability to understand and carry out oral and written instructions.

Ability to establish and maintain effective working relationships with others.

Ability to deal with problems involving several concrete variables in standardized situations.

While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend and descend stairs; reach with hands and arms; and speak and hear; and occasionally to push, pull and/or lift up to 10 pounds.

Working Conditions:

Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust.

The incumbent's working conditions are typically moderately quiet.
