This position implements fiber-optic cable routes for construction, installation, and splicing in support of network and customer work orders. This position obtains materials via provided work orders and purchase orders, and follows detailed construction and/or splicing instructions and methods of procedure for all installations and service-affecting projects. The incumbent will construct and/or configure appropriate fiber facilities in accordance with detailed work orders. The position notifies the supervisor of low or inadequate fiber facilities via as-builts and makes recommendations based on on-site observations. Additionally, the role is responsible for helping maintain fiber-optic facility records by providing detailed updates after work orders are implemented.

- Implements, installs, tests, splices, and maintains fiber optic cable routes.
- Helps manage network projects by ensuring work orders are completed on schedule.
- Provides site inspection and as-builts for both new and maintenance projects.
- Performs route surveillance.
- Helps produce preliminary engineering and costs by gathering information as needed to support engineering.
- Schedules splicing based on the City of Lakeland network and customer requirements.
- Evaluates and certifies carriers, equipment vendors, contractors, new technology, etc.
- Provides technical support to operations, installation, personnel, and other departments as needed.
- Maintains City of Lakeland and Telecom engineering standards and procedures via good construction, installation, and splicing practices.
- Performs minimal supervisory functions for newer, less experienced technicians.
- Performs special projects and other duties as may be assigned by the Fiber Optic Supervisor.
- May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements.
- May be required to work overtime or alternate hours as necessary for the efficient operation of the department.
- Position is designated as Mission Critical.
- High school diploma from an accredited school or a GED.
- Four years of experience in Telecom.
SPECIAL REQUIREMENTS
- Must be able to obtain and maintain a valid driver’s license.
- Must possess and maintain a valid telephone number.
- Technical or Trade School Course Certification(s) pertaining to Fiber Installation, Splicing, and/or Testing is preferred.
- Telecommunications industry with a necessity in fiber splicing and testing, and aerial and underground construction methods.
- Voice and data communications.
- Have a professional understanding of PCs to retrieve work orders and project plans, and to produce as-builts.
SKILLS
- Locating underground infrastructure, including routes that contain dielectric fiber optic cables.
- Completing mechanical and fusion splicing.
- Testing, troubleshooting, and performing acceptance testing of fiber-optic routes.
- Operating equipment related to construction, cable locating, and fiber splicing and testing.
- Understanding and implementing outside plant networks and work orders as they pertain to construction, cable installation, and splicing.
- Oral and written communication skills.
- Exceptional interpersonal skills.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
- Manual labor work that involves walking or standing most of the time, exerting up to 100 pounds of force regularly, keyboard operations, and manipulating tools/wires.
- Exposure to heights, toxic chemicals, traffic, moving machinery, extreme cold or heat, electrical shock, adverse weather conditions, bright/dim light, fumes, noxious odors, dusts, pollen, wet, humid conditions, and extreme noise levels.
