Job Description

This is a Full-Time, Non-Exempt position based on a 40-hour work week with a starting hourly rate of $23.89. This position is part of the Public Employees Union (PEU). The individual in this position will work within the Community Sustainability Department located at 1900 2nd Avenue North, Lake Worth Beach, FL 33461.

JOB SUMMARY:

Performs a variety of routine technical work for the Code Compliance Division for the City of Lake Worth Beach (COLWB). Interprets and enforces adopted codes, ordinances, and related rules and regulations. Work involves conducting field inspections and issuing citations and notices of violation for zoning related ordinances, public nuisance abatements, building codes, property maintenance, abandoned and inoperable vehicles. Work is focused on codes relating to community health and safety and private, residential, commercial and industrial property use. Interacts with citizens and community groups.

 

Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises some independent judgement to determine the best approach by using and interpreting policies and procedures.  

 

ESSENTIAL FUNCTIONS:

  • Investigates complaints of housing, zoning, quality of life safety issues, and nuisance code violations; determines and recommends action and/or resolution of the issues involved 
  • Initiates Chronic Nuisance cases
  • Investigates, prepares, and presents cases to the Code Enforcement Board
  • Research legal descriptions of properties; submits violations and notices to property owners
  • Attends meetings and presents information to homeowner or neighborhood association groups
  • Meets with property owners and residents to explain code compliance requirements
  • Performs inspections before and after Code Enforcement Board hearings to determine and confirm compliance
  • Coordinates with authorized contractors for securing buildings and clearing lots 
  • Maintains records and prepares periodic reports for management
  • Cites and initiates towing of inoperable vehicles on private properties 
  • Performs inspections for Use and Occupancy Certificates
  • Provides guidance and direction to community service volunteers and groups as needed

  • None

 

MINIMUM QUALIFICATIONS:

High school diploma or GED required; supplemented by one (1) year of directly related experience; or an equivalent combination of education, certification, training, and/or experience.

 

A valid Florida driver license is required.

 

Certifications: must have or be able to obtain within six (6) months of employment, Florida Association of Code Enforcement (F.A.C.E.) Fundamentals of Code Enforcement (formerly Level I) Certification. 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Working knowledge of building, zoning, and minimum housing codes and regulations
  • Working knowledge of minimum housing standards
  • Working knowledge of departmental policies and procedures and municipal organizations 
  • Working knowledge of applicable safety methods and techniques 
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and to learn and become proficient in the use of other specialized software as may be required
  • Skill in using mathematics to solve problems
  • Skill in interacting with a variety of constituents and stakeholders, including confrontational individuals and those from diverse backgrounds 
  • Ability to clearly communicate and understand information in English, both orally and in writing
  • Ability to follow oral and written instructions
  • Ability to present technical information to the public
  • Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing and coordinating
  • Ability to consistently exercise discretion and independent judgment in the performance of the job 
  • Ability to establish and maintain effective working relationships with those contacted in the course of work regardless of race, religion, age, sex, disability, political affiliation, sexual orientation, and diverse cultural and linguistic backgrounds
  • Ability to regularly attend work and arrive punctually for designated work schedule

 

PHYSICAL REQUIREMENTS:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). May involve some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.

 

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

 

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.

 

All full-time employees are considered critical in response to emergency situations and may be deemed essential as needed depending on the situation.  

Employees in this position will be required to complete the FEMA Incident Command System (ICS) Certification Levels 100,200,700 and 800 within the first six months of employment.  Certain positions may be required to attain additional ICS training as needed.
