What are the responsibilities and job description for the Wastewater Superintendent position at City of Lake Charles?
Reports directly to the Utilities Manager and is responsible for planning, organizing, assigning, and supervising the activities of the municipal sewerage collection and treatment facilities including supervision of all employees of the Wastewater division. Work responsibilities extend to operation of an activated sludge plant and associated facilities required to meet the treatment and disposal requirements of the City. Work is reviewed through reports to the administration and various regulatory agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Provide data to the Director, Assistant Director, or Utilities Manager as needed to support the Department.
- Plans, organizes, and directs divisional activities.
- Interviews and recommends job applicants.
- While using available automation, provide statistically sound, accurate reports.
- Analyze data, make recommendations and implement new procedures as required.
- Counsels subordinates throughout the year to allow them growth and complete timely, accurate evaluations. Ensure subordinate supervisors do the same.
- Adjust work procedures to reduce customer complaints and respond to customer complaints that cannot be handled by subordinates.
- Supervise and inspect the operations of the municipal sewerage collection system treatment facilities, laboratory compliance, and maintenance activities.
- Inspect plants and other facilities for compliance on a regular basis.
- Analyze and evaluate operation and maintenance functions. Initiate or recommend new or improved practice.
- Provide regulatory reports to appropriate state/federal agencies.
- Direct and indirect cooperative working with in-house engineering and contract engineering.
- Analyze laboratory reports and directs the adjustment of processing methods to improve efficiency.
- Recommend procurement of specialized treatment equipment.
- Initiate the purchase of supplies, equipment, and parts necessary for the continuing efficient operation of the plants.
- Prepare annual budget.
- Write comprehensive operational reports.
SUPERVISORY RESPONSIBILITIES
Manages subordinate supervisors who supervise up to 65 employees in the Wastewater Line Construction and Maintenance, Wastewater Treatment and Plants, Wastewater Lab; Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

- Considerable knowledge of methods, equipment, materials, and operating practices used in a large treatment facility.
- Considerable knowledge of the chemical, physical, and bacteriological process involved in sewerage treatment.
- Ability to lay out, supervise, and inspect the work of a large number of personnel. Ability to keep records and make periodic reports.
- Ability to establish and maintain effective working relationships with other division heads, employees, and the public.
- Must demonstrate computer proficiency in using office e-mail, and have a working knowledge of Microsoft Word and Excel. Must be able to adjust data within automated reports.
- Ability to effectively work with and promote a harmonious working environment with the City Administrator, Mayor, City Council, other City Departments, other governmental entities, and the citizens on the telephone and in person; ability to work amicably as a team to accomplish individual and group assignments and goals.

EDUCATION and/or EXPERIENCE
Bachelor's degree in Civil or Chemical Engineering or a related STEM field from a four-year
college or university; and ten (10) years related experience/training with at least two (2) years of administrative or supervisory experience; or equivalent combination of education and experience.
Pay: $90,000.00 - $105,000.00 per year
