Description

An employee in this classification coordinates the administration of the County’s group health, dental and life insurance program for active and retired County employees; maintains personnel files, and assists with other personnel programs and services. Performs related clerical and technical work as required. Work requires knowledge of assigned areas of personnel administration, and a high degree of confidentiality and accuracy and professionalism. Employee must exercise sound judgment, tact, and initiative in all contacts. Work is performed under general supervision of the Human Resources Director and is evaluated through conferences, observations, reports, and feedback.

DUTIES

  • Coordinates the daily administration of health, dental and life insurance benefit programs for active and retired County employees.
  • Notifies employees of changes and/or updates in benefits information.
  • Enrolls employees and retirees in insurance programs, and assists employees in making changes to their current coverage.
  • Monitors claims status; provides information to employees regarding items covered and not covered by insurance; contacts insurance administrators to help employees resolve problems with claims and services.
  • Processes Worker’s Compensation claims and Risk Management claims.
  • Maintains up-to-date records on employee and retiree benefits.
  • Prepares retiree, Cobra and other insurance billing invoices; receives, credits and balances payments. Also, interoffice billing to various departments for vendor services.
  • Establishes and maintains accurate and up-to-date employee files; processes payroll changes.
  • Administers the County’s orientation program for new employees.
  • Advertises position openings internal and with external partnerships.
  • Assists with special employee projects and events.
  • Serves as Notary Public.
  • Attends training, meetings and seminars to stay abreast of legislation and trends in human resource / benefits administration.
  • Receives and responds to employee inquiries, concerns and complaints regarding personnel policies and procedures and department services.
  • Performs general administrative / office work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, establishing and maintaining files, copying and filing documents, attend and arrange meetings, answering the telephone, ordering office supplies, coordinate events, etc.
  • Gathers information for and prepares a variety of reports as required by the County and/or other agencies.
  • Operates a variety of equipment such as a computer, printer, fax machine, copier, calculator, telephone, etc.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, other County department/division heads and employees, retirees, insurance administrators, sales representatives, various government agencies, and the general public.
  • Assists other administrative and clerical personnel as needed.
  • Assist with building strong partnerships with equivalent staff in all departments
  • Representation at job fairs and community events
  • Some travel may be required
  • Schedule adjustments may occur i.e. early morning and/ or late evening
  • Assist with collaboration with other administrative staff
  • Oversee NEOGOV and other job agencies
  • Performs related duties as required.

Knowledge, Skills And Abilities

  • Knowledge of the methods, procedures and policies of the County and Personnel Department as they pertain to the performance of duties of the Administrative Assistant II.
  • Knowledge of the functions and interrelationships of the County and other governmental agencies.
  • Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of and skill in administering employee insurance / benefits programs.
  • Knowledge of other general personnel functions, including employee recruitment, selection, employment, as well as employee relations.
  • Knowledge of proper English usage, punctuation, spelling and grammar.
  • Knowledge of modern office practices and technology; has skill in the use of computers for word processing, data processing and records management.
  • Knowledge of the terminology and various professional languages used within the department.
  • Knowledge of the occupational hazards and safety precautions of the industry.
  • Ability to develop and maintain a positive rapport with County employees.
  • Ability to offer instruction and advice to co-workers regarding County policies, methods and regulations.
  • Ability to offer training and assistance to co-workers and employees of other departments as required.
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.
  • Ability to research, plan, organize and prioritize daily assignments and work activities.
  • Ability to learn and utilize new skills and information to improve job performance and efficiency.
  • Ability to make required mathematical calculations.
  • Ability to read and interpret complex materials pertaining to the responsibilities of the job.
  • Ability to assemble and analyze information and make written reports and records in a concise, clear and effective manner.
  • Ability to maintain confidentiality as required. Is able to produce quality work despite the stress of deadlines.
  • Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.

Education And Experience Requirements

Minimum Education and Experience

Associate’s degree in human resources, management, business or related field supplemented by one to two years of experience in human resources administration or general administrative work, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Health

We offer the NC State Health Plan. The provider is Aetna Medical Insurance. Employee has the option to elect to purchase 80/20 or 70/30 plan.

Voluntary Plans

Employees may choose from a variety of plans arranged through Sun Life, Mutual of Omaha and Aflac. These include Critical Illness and Hospital Indemnity plans, Dental, and Vision plans. In addition we offer Short-term disability and FSA (Flex Spending Account).

Life Insurance

The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.

Retirement

We participate on the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account.

401(k) and 457 are supplemental retirement plans administered by Prudential.

Vacation Leave

Employees accrue annual leave monthly and may use accrued leave upon approval after the probationary period is completed. Years of service transferred from eligible NC Governmental Agencies (written documentation required) and the employee’s work schedule are used to determine the rate of earning.

Petty Leave

Employees earn fourteen (14) hours per calendar year. May use in increments of 15 minutes. Leave is pro-rated based as of date of hire in the first calendar year of employment. Petty leave must be used within the calendar year.

Longevity Pay

The County offers longevity pay to employees with 5 years of continuous service.
