DEFINITION
Supervise and coordinate the activities technical and administrative services for the Inspection Services Division. Coordinate as needed with the other City divisions and departments and provide complex, professional level technical support to the Chief Building Official and Deputy Building Official. Provide assistance for City Council, Building Codes Appeal Board and other boards and commission meetings, as needed.
DISTINGUISHING CHARACTERISTICS
This class is distinguished from the general administrative classes by the more complex, responsible duties. This individual is responsible for handling multiple division tasks and inspection services problems. They are expected to work more independently and assume higher levels of responsibility.
SUPERVISION RECEIVED AND EXERCISED
- Receives general supervision from the Chief Building Official and Deputy Building Official.
- Exercises direct supervision over clerical staff.
ESSENTIAL JOB FUNCTIONS
Duties may include, but are not limited to, the following:
- Supervise receipt and processing of all incoming permit applications and corresponding plans. Review for completeness and route to appropriate staff for handling.
- Supervise receipt of all incoming code enforcement complaints (via telephone, email, or walk-in) and route to appropriate personnel for follow-up.
- Utilize and maintain proficiency in the City’s permitting and licensing software (EnerGov), Naviline, Harris County Appraisal District database, and GIS mapping tools as needed.
- Train and support staff in the use of EnerGov and related digital permitting systems.
- Serve as the divisional records retention liaison, overseeing the retention and destruction of records in accordance with policy.
- Perform research and complete divisional open records requests.
- Review, approve, and issue plumbing, electrical, and mechanical permits.
- Provide the public with technical information related to zoning, inspections, and ordinances.
- Serve as primary public contact for the Inspection Services Division; evaluate calls and visitors and refer inquiries as appropriate.
- Prepare monthly, quarterly, and annual construction/permit and code enforcement activity reports; research, compile, and analyze data for special projects.
- Recommend organizational or procedural improvements affecting administrative and technical operations.
- Maintain and renew annual business licenses; ensure all permit and license files are current and properly organized.
- Coordinate activities with other City departments including Engineering, Public Works, Utility Billing, and Tax.
- Assist in resolving complaints, disputes, or issues related to permit issuance and inspection scheduling.
- Monitor the 24-hour inspection line, compile inspection requests, and coordinate with inspection personnel and other departments to ensure completion.
- Perform related duties as assigned.
PHYSICAL REQUIREMENTS
For indefinite periods of time - mobility within an office; exposure to constant noise; writing; typing; stooping; standing; sorting; squatting; sitting; seeing; pushing, pulling, lifting and carrying up to 20 pounds; filing; reading; decision making; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person, by two-way radio, and by telephone; fine finger manipulation; operation of a personal computer.
QUALIFICATIONS
Knowledge of:
- Digital Permitting Systems (EnerGov strongly preferred)
- City codes.
- English usage, grammar, spelling and punctuation.
- Current office methods, procedures, equipment and business letter writing.
- Organization, procedures, and operating details of the City department to which assigned.
- Principles of supervision, training, and performance evaluation.
Ability to:
- Communicate clearly and concisely, both orally and in writing.
- Work cooperatively with other departments, City officials, and outside agencies.
- Interpret and apply administrative and departmental policies, and rules.
- Operate a personal computer, calculator, fax machine, and copier.
- Type at a speed necessary for adequate job performance.
- Perform job tasks with minimal supervision.
- Plan and organize work to meet deadlines on a timely basis.
- Compile and maintain complex and extensive records and prepare reports.
- Analyze situations carefully and adopt effective courses of action.
- Understand and carry out oral and written directions.
- Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
TRAINING AND EXPERIENCE
Three (3) years of increasingly responsible administrative and/or technical experience with a minimum of one year of that experience in a high-volume public service role; and a High School Diploma or GED.
LICENSES AND CERTIFICATES
Possession of a valid Texas Driver's License
