What are the responsibilities and job description for the Water and Sewer Superintendent position at City of La Habra?

- Plan, organize, assign, supervise, and review the work of water and sewer technicians in the Water and Sewer Divisions of the Public Works Department.
- Assist with the preparation of the annual operating budget for the Public Works Departments as relates to water and sewer operations and capital improvement projects.
- Assist with, and perform a variety of personnel actions including employee selections, promotions, performance evaluations, disciplinary actions and dismissals.
- Assign daily work for multiple workers or crews: check on work progress throughout the day.
- Conduct required safety training and other operational training sessions.
- Prepare various compliance reports on operations and activities of division.
- Purchase material and supplies.
- Oversee work of contractors
- Evaluate operations and activities of assigned divisions; recommend improvement and modifications.
- Coordinate compliance with the California State Water Quality Resources Control Board's, Division of Drinking Water.
- Attend required meetings regarding water use with the Metropolitan Water District, Metropolitan Water District of Orange County, California Domestic Water Company, Orange County Sanitation District, and other entities as necessary.
- Submit requests for materials, tools, equipment, and other supplies needed by the divisions; prepare equipment specifications; maintain expenditure log for materials and service.
- Be available to respond to emergency call-outs, 24-hours per day, 7 days per week.
- Perform the most difficult and technically complex work of the Water and Sewer Divisions.
- Respond to the public service calls and complaints relative to assigned division areas of responsibility.
- Assist other Public Works Department divisions, serving as "Acting Deputy Director of Utilities" as required.
Methods, materials and procedures used in public works maintenance with specialized knowledge of the following areas: Water distribution systems, water treatment systems, and wastewater collection systems. Principles and practices of supervision, training, and performance evaluation. Purposes and uses of a variety of vehicles, hand tools, power tools and equipment . Specialized knowledge on the following: hydraulics, pressure zones, plumbing, California State Water Resources Control Board, Division of Drinking Water reporting requirements, water treatment, water quality related issues, sewer systems, computer and telemetry systems, and National Pollutant Discharge Elimination Systems (NPDES). Experience:
Five (5) years if increasingly responsible experience in the operation, maintenance, installation, and repair of water production equipment and systems including two (2) years of experience in a supervisory capacity.
Education:Completion of high school diploma or the equivalent, supplemented by vocation or technical training in water utility science, water distribution infrastructure maintenance and repair practices, mechanical maintenance and repair practices, or construction inspection. An associate degree is highly desirable.
Licenses and Certificates:- Possession of a valid Class C Driver's License issued from the California of Motor Vehicles.
- Possession of a Grade D4 Water Distribution Operator certificate issued by the California State Water Resources Control Board, Drink Water Operator Certification. A Grade DS is required within one year of employment.
- Possession of Grade T2 Water Treatment Operator certificate issued by the California State Water Board.
- Possession of a C2 Wastewater Operator Certification issued by the California Water Environment Association.
SPECIAL CONDITIONS
Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
