The City of La Crosse is accepting applications for a full-time Inventory/Parts Technician to become an essential member of the Street Department team. The Street Department is responsible for the maintenance and repair of streets, snow removal, and oversees the refuse and recycling program. The individual in this position will work with a dedicated team of employees whose actions improve the lives of the citizens of La Crosse daily. 


The purpose of this position is obtain, distribute and maintain records for materials and supplies used in maintenance and repair of city equipment and vehicles for use by various city departments; perform various maintenance duties as assigned. Incumbent will review, process and prepare invoices, approve, maintain and receive materials and supplies, process and maintain inventory control, maintain equipment manuals and schedule vehicle warranty work. The work is performed under the general supervision of the Fleet and Maintenance Manager.


Selected candidate subject to participation in DOT regulated random drug and alcohol program. The starting wage for this non-exempt position ranges between $23.37 and $26.77 per hour (80 hours bi-weekly). 


Requirements: Highschool diploma or equivalent required. Two years of general bookkeeping, purchasing and inventory control experience, preferably dealing in automotive or equipment parts/supplies or any combinations of experience which provides equivalent knowledge, skills and abilities. Demonstrated proficiency in Microsoft Office. Effective public relations and communication skills. Working knowledge of computer software.  A valid Class B commercial driver’s license (CDL) with airbrake endorsement required or ability to successfully obtain CDL on the job.

Purpose of Position

The purpose of this position is to obtain, receive, distribute and maintain records for materials and supplies used in maintenance and repair of city equipment and vehicles for use by various city departments; performs various maintenance duties as assigned.   The work is performed under the general supervision of the Garage Supervisor.
 
 
Essential Duties and Responsibilities
 
The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
 
Reviews and processes invoices and corrects errors.
 
Prepares invoices to city departments. Prepares, checks and issues payment orders for department invoices.
 
Approves, maintains and receives materials and supplies for distribution to city departments and garage mechanics.
 
Communicates with field personnel by two-way radio.  
 
Photocopies, records and files invoices, correspondence, messages and other written communications regarding supply functions.
 
Coordinates service questions with mechanics and equipment suppliers.
 
Receives deliveries and processes out-going freight.
 
Processes and maintains Street Department inventory control of stockroom including invoicing.
 
Specifies, purchases and identifies replacement parts.
 
Maintains equipment maintenance manuals and texts.
 
Delivers purchase orders where applicable.
 
Picks up parts, delivers supplies, and loads and unloads parts and supplies.
 
Schedules vehicle warranty work.
 
Delivers vehicles and equipment.
 
May respond to emergencies during non-working hours.
 
Maintains regular and predictable on-site attendance.
 
 
Additional Tasks and Responsibilities
 
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
 
Communicates with vendors to obtain bids for annual supplies and equipment for various City departments.  Orders annual supplies and equipment.
 
Communicates with vendors and city personnel regarding payment, price, availability and suitability of equipment, materials and supplies. Prepares correspondence/memos and faxes messages regarding supply matters. 
 
Assists updating vehicle maintenance records.  Prepares vehicle maintenance charts.
 
Checks in new equipment.
 
Photocopies printed materials.
 
Answers telephone. Relays messages.
 
Files records and correspondence.
 
Plows snow.
 
Ignites tar kettles.
 
Answers field service calls for tire repair, fueling, jump starts as needed.
 
 
Minimum Training and Experience Required to Perform Essential Job Functions
 
High school diploma or equivalent, vocational/technical training in computer use and bookkeeping, two years general bookkeeping, purchasing and inventory control experience preferably dealing in automotive or equipment parts/supplies, or any combination of education and experience that provides equivalent knowledge, skills and abilities.

Ability to utilize a variety of advisory data and information such as catalogs, parts manuals, invoices, purchase orders, billing statements, inventory control forms, shipping/receiving forms, cost estimates, work orders, equipment and vehicle maintenance and repair manuals, vehicle recall documents, computer software operating manuals, lists, directories, guidelines and non-routine correspondence.
 
Ability to communicate orally and in writing with vendor representatives, parts suppliers, mechanics, car dealers, and various city personnel and department heads.
 
Mathematical Ability
 
Ability to calculate percentages, fractions, decimals, volumes, ratios and spatial relationships.  Ability to interpret basic descriptive statistical reports.
 
Judgment and Situational Reasoning Ability
 
Ability to use functional reasoning in performing semi-routine functions involving standardized work with some choice of action.
 
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.
 
Physical Requirements
 
Ability to operate a variety of equipment including computer terminal, typewriter, telephone, fax machine, calculator/adding machine and photocopier.

Ability to operate, maneuver and/or steer equipment and machinery requiring simple but continuous adjustments such as motor vehicles, loaders, tire tools, mechanic's tools, truck crane and jacks.
 
Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as assembling, cutting and typing.
 
Ability to exert  moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing and pulling.
 
Ability to recognize and identify similarities or differences between characteristics of colors, shapes, odors, textures and sounds associated with job-related objects, materials and tasks. Ability to sustain prolonged visual concentration.
 
Environmental Adaptability
 
Ability to work under conditions which require exposure to environmental factors such as toxic agents, machinery and traffic hazards.  This exposure may cause some discomfort and presents a risk of injury.    Exposure to environmental factors such as repetitive computer keyboard use poses a very limited risk of injury.
