Under the general direction of the Assistant Director of Planning, works independently to implement the City's development standards, including zoning, subdivision, and other regulations. This is primarily a short-range planning position involved in zoning implementation, platting, site development, regulatory research, and document preparation. Additionally, this position works directly with customers on development proposals, permitting, code compliance, and inquiries.


Reviews, manages, and processes complex current planning requests/projects in conformance with the Comprehensive Plan, Development Code, and other adopted plans, studies, and development standards.
• Researches, interprets, and explains codes and ordinance application to specific projects, properties, or situations.
• Responsible for reviewing residential & commercial site plans and providing recommendations on how to address review comments.
• Prepares written reports and makes presentations to boards, commissions, committees, and the City Council.
• Provides technical support to staff, boards, commissions, and committees, and other special-called meetings.
• Responds to complex questions from citizens, staff management, city officials, and others, and assists.
• Oversees the preparation and reproduction of publications and educational materials issued by the Department.
• Plans, organizes, and conducts neighborhood meetings, training sessions, and other outreach efforts. Speaks as a City representative before public groups.
• Assists with special projects related to code revisions, manual updates, process review, and research to discover patterns and/or discrepancies.
• Supervises, trains, and evaluates assigned staff members.
• Establish and maintain effective working relationships with both internal and external stakeholders.
• Assists with long-range planning and historic preservation efforts, as needed.
• Provides direct professional support to the Planning Director, department staff, other city departments, citizens, and developers.
• Performs other related duties as assigned.

  • May train, coach or mentor others.


Minimum Qualifications:
  • Bachelor’s degree or equivalent in Urban Planning, Architecture, Landscape Architecture, Public Administration, or related field.
  • Four (4) years of experience with a local government or private planning firm.
  • Must obtain certification from the American Institute of Certified Planners (AICP) within one (1) year of employment.
  • Must possess a valid Texas Driver’s License and be eligible for coverage under the City of Kyle vehicle insurance provider.
Preferred Qualifications:
  • Current certification by the American Institute of Certified Planners (AICP) at the time of hire.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodation, that the essential functions of the job can be performed.

Thorough knowledge of:
•    Planning principles and practices.
•    State and local regulations regarding the subdivision of land and the platting process.
•    Texas land use law.
•    Effective writing techniques.
•    Knowledge, or experience, in the redevelopment of transition areas.
•    Understanding and ability to utilize Geographic Information Systems for map making and geographic analysis.
•    Computer hardware and software programs, which may include Microsoft Office, internet applications, database management, and/or ESRI ArcGIS.

Skills and Ability to:
•    Oral communication and interpersonal skills to present research findings to various clients, boards, and committees.
•    Creative problem-solving skills to gather relevant information to solve less well-defined practical problems.
•    Review plans and apply provisions of the ordinances and codes to determine compliance.
•    Multitask on several projects or issues simultaneously.
•    Work independently or in a team environment when needed.

Salary : $74,435 - $91,927
