 Summary of Position
Under the direction of the Emergency Management Coordinator (EMC), supports the administrative, technical and preparedness activities of the city’s Emergency Management Program. This position is responsible for the development, implementation, monitoring, and modification of emergency preparedness plans and associated products. Coordinates the Office of Emergency Management (OEM) grant responsibilities for various grant programs as applicable by applying and writing grant applications, securing technical assistance as needed, and managing departmental grants received including all documentation, asset management, and audit requirements. Responsible for enhancing and delivering public education programs and performs a variety of technical tasks relative to assigned areas of responsibility.

The minimum starting rate is $74,435 - $91,927.23/Annually* Competitive Benefits

Essential Functions
· Creates and leads multi-cross disciplinary teams including internal and external partners in the development, implementation, monitoring, and modification of emergency preparedness plans.

· Provides administrative and technical support to the EMC in the continued development and maintenance of the city’s Emergency Management program. 

· Maintains the city’s Emergency Management Plan (EMP). 

· Prepares and submits reports/planning updates per local, state, and/or federal requirements as needed. 

· Maintains the city’s Continuity of Operations Plan (COOP) and assists in the coordination of COOP activations.

 · Coordinates and functions within the Incident Command System during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises, and special events. 

· Serves as the Emergency Management Duty Officer on a rotational basis and monitors, evaluates, and recommends emergency preparedness related actions and precautions related to current hazards or threats; supports incidents involving multiple departments and agencies and high-profile public safety events. 

· Provides administrative and technical support to the EMC to administer the Homeland Security Grant Program and the FEMA Hazard Mitigation Assistance programs to include researching, drafting, and submitting grant projects; maintains documentation, asset management, and audit requirements; completed required reporting.

· Prepares and delivers public education presentations designed to enhance awareness and foster personal preparedness among citizens, civic and other local organizations, businesses and industry.

 · Provides administrative and technical support in the facilitations and coordination of training and exercises involving various city departments, and local, state, and federal partners, and multiple external organizations. 

· Maintains a current set of all response plans in various formats for reference and utilization during emergency situations.

 · Maintains a calendar to track project progress; identify deadlines, report project status, and implement a process to ensure project completion as identified.

 · Functions within the Emergency Operations Center or specified location during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises, and special events. 

· Monitors the weather during both severe weather and hurricane season, or when notified that severe weather is impending. 

· Represents Emergency Management at various meetings, trainings, conferences, and seminars as requested by the EMC. 

· Coordinates special projects/programs at the request of the EMC.

 · Complies with all written city and departmental policies and procedures. 

· Adheres to assigned work schedule as outlined in City and department attendance policies and procedures. 

· Provides logistical support during extended emergency incidents as requested. 

· Provides assistance as requested during major emergency incidents when the EOC has not been activated. 

· May represent the city at locate, state, regional, and federal emergency management meetings, conferences, seminars, and trainings.

 · Assist with public safety education activities during peak times.
 
· Provides support and logical functions during extended emergency incidents.

 · Assists co-workers and city employees with special projects as needed. 

· Performs all other duties as assigned.

· May train, coach, or mentor others in area-specific disciplines.

Knowledge, Skills, and Abilities
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge
· Knowledge of the phases of emergency management; to include mitigation/prevention, preparedness, response, and recovery, as well as their practical application related to job function.

 · Knowledge of an all-hazards, holistic community approach to emergency management.

 · Knowledge of local, state, and federal laws pertinent to the field of emergency management.

 · Knowledge of the National Incident Management System, Incident Command System, and Multi-Agency Coordination System.

 · Knowledge or familiarity with current Department of Homeland Security Grants and application-audit procedures.

 · Knowledge of the various plans relating to emergency management programs.

 · Knowledge or familiarity of developing programming in alignment with standards found in the Emergency Management Accreditation Program (EMAP).

Skills
 · Skill in gathering, organizing, analyzing, and utilizing a variety of data and information in an unbiased manner, while effectively handling multiple tasks and prioritizing. 

· Skill in operating, maneuvering, and/or controlling the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

 · Skill in utilizing a variety of audio-visual training aids and computer applications; advisory and/or design data and information. 

· Skill in drafting various planning documents, updating City publications, and composing articles.

 · Skill in communicating effectively both orally and in writing with other employees, external associates, residents, and the corporate community on emergency preparedness issues and programs.

 · Skill in operating a variety of computer hardware and software such as personal computers, scanners, modems, printers, word processing, relational databases, spreadsheets, and GIS software; requires the ability to extract, analyze, and correlate data obtained from computer programs.

· Ability to apply the principles of rational decision making and analyze situations quickly in an objective manner.Minimum Qualifications
· Graduation from an accredited four-year college or university with major coursework in
emergency management, business, or public administration, or related field; and

· Minimum of two (2) years of working in municipal, county, regional, or state emergency
management position, or an equivalent combination of education, training, and/or experience that demonstrates
comprehensive knowledge of the required job duties and expectations.

· Valid Texas Driver’s License with an acceptable driving record

· Must pass an extensive personal background check and be eligible and able to meet all
requirements for compliance with CJIS.

Preferred Qualifications
· Advanced coursework or credentialling in emergency planning

· Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers

· Certified Texas Emergency Manager (TEM) credentialling


Certificates and Licenses Required
· Valid Class "C" Driver's License

Responds before, during, and after emergency incidents, which may involve working in inclement weather conditions. Reviews the work products of others to ensure compliance with standard operating procedures and other standards/guidelines. Operates a motor vehicle requiring a standard Texas Driver's License to respond to incidents, provide training, and to participate in emergency management related activities. Operates a variety of standard office equipment including personal computer (PC) and other equipment in the EOC and for the Emergency Response System. Moves classroom equipment and materials using a handcart/dolly. Lifts and carries objects such as projectors and screens for distances up to 100 feet or more. Sets up and/or removes folding tables and chairs for classroom settings and various events. Participates in CERT activities. Meets scheduling and attendance requirements.

Mental acuity is a must. While performing the duties of this job, an employee is regularly required to use written and oral communication skills; read and interpret date, information and documents; analyze and solve non-routine and difficult office administrative problems; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines with frequent interruptions; and interact with city executives and managers, elected and appointed officials and committee members, staff, citizens, the public and others encountered in the course of work. Comprehends and applies written materials including the State plans, statutes, ordinances, reports, articles, and operating procedures. Learns job-related material in a classroom setting or on the job regarding emergency management.

The employee must be able to safely pull, push, lift, and carry items weighing up to forty (40) pounds.

Employees work both virtually and under typical office conditions: the noise level is usually quiet except during an incident response in which case there is likely inclement weather, air pollutants, heat, noise and the possibility of physical danger.
