GENERAL DESCRIPTION
Under general supervision, responsible for inspecting construction work for compliance with regulatory building, mechanical, plumbing and electrical codes. Responsible for interpreting and enforcing building, mechanical, plumbing and electrical codes; conducting comprehensive building inspections; consulting with building contractors; maintaining building inspection records; and maintaining good public relations with the citizens of Knoxville.
ESSENTIAL FUNCTIONS
Conducts field inspections of residential, commercial, and industrial construction projects to ensure compliance with applicable Building, Plumbing, Mechanical, Gas, and Electrical codes for all projects, Fire codes in the event of a new construction, as well as local ordinances and safety inspections.
Identifies and clearly communicates violations, deficiencies, and corrective actions to contractors, homeowners, architects, and engineers; explains applicable codes, design requirements, and permit procedures to achieve compliance.
Reviews construction documents, blueprints, product specifications, and permit applications prior to and during inspections to verify conformance with codes and approved plans.
Demonstrates strong public relations skills and represents the City professionally.
Investigates complaints involving construction violations, illegal work, or hazardous conditions; issues correction notices, stop work orders, red tags, and citations when appropriate.
Testifies as necessary at legal proceedings regarding relevant issues and actions taken.
Maintains accurate and organized inspection records, reports, and documentation in accordance with department procedures.
Stays current with local and national building codes, regulations, and safety standards; participates in ongoing professional development and certification programs.
MARGINAL FUNCTIONS
Regularly coordinates with other departmental staff on overlapping responsibilities.
Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of residential and non-residential codes, laws, and ordinances relating to the installation and systems of all the various specialty areas within Inspections (i.e., Building, Plumbing, Gas, Mechanical, Electrical and Plans Review).
Knowledge of the materials, methods, and practices used in installing, repairing, and maintaining systems within area of assignment.
Ability to read, interpret, apply, and explain construction plans, blueprints, specifications, and building codes; make mathematical calculations rapidly and accurately; use word processing and other related computer software programs.
Ability to enforce residential and non-residential codes and regulations firmly, tactfully, and impartially (i.e. Building, Plumbing, Gas, Mechanical and Electrical).
Ability to establish and maintain effective working relationships with those contacted in the course of work; work independently, organize and prioritize work.
Ability to communicate clearly and concisely, both orally and in writing with various stakeholders.
Ability to take initiative and make recommendations to management.
PHYSICAL REQUIREMENTS
This position is rated for light work, requiring the incumbent to exert up to 20 pounds of force occasionally, or 10 pounds (or less) of force frequently in order to lift/carry, push/pull or otherwise move objects. MENTAL REQUIREMENTS
This position uses logic to define problems, collect information, establish facts, draw valid conclusions, devise and implement policies and regulations, and to manage and coordinate multiple projects. MINIMUM REQUIREMENTS
High school diploma or GED equivalent.
A minimum of five (5) years’ experience in general building construction with general knowledge of the mechanical, plumbing and/or electrical trades.
Possession of or ability to obtain a Class D Tennessee State Driver's License.
Ability to become a Municipal Enforcement Officer (unarmed) within the probationary period.
Possession of the following International Code Council Certifications within 12 months of starting employment:
- Residential Building Inspector
- Commercial Building Inspector
- Residential Plumbing Inspector
- Residential Mechanical Inspector
- Residential Electrical Inspector
Possession of the following International Code Council Certifications within 18 months of starting employment:
- Commercial Mechanical Inspector
- Commercial Plumbing Inspector
- Commercial Electrical Inspector
PREFERRED QUALIFICATIONS
The hiring authority may give preference to applicants who possess relevant International Code Council certifications.
HYBRID WORK ELIGIBILITY
This position is ineligible for hybrid work.
