Join a city that takes pride in doing things the right way. Kirkwood is looking for a seasoned Building Official to lead our inspection and code enforcement team—someone who knows the codes inside and out, can keep projects on track, and isn’t afraid to make a call when it counts.
You’ll be the go-to expert for all things building, zoning, and code compliance. In this role, you will:
- Lead and develop a team responsible for building, housing, mechanical, electrical, plumbing, and zoning inspections.
- Oversee plan reviews and issue permits, ensuring new construction and renovations meet all applicable codes.
- Conduct and supervise field inspections throughout all phases of construction.
- Make final decisions on code interpretations and enforcement actions—including when violations merit prosecution.
- Manage operating and capital budgets for the Division.
- Serve as a trusted resource to City Council, Planning & Zoning, the Board of Adjustment, the Architectural Review Board, and other committees.
- Support contractors, architects, engineers, attorneys, property owners, and the general public with clear guidance on codes and requirements.
- Investigate complaints, respond to public inquiries, and ensure corrective action when needed.
- Lead safety practices, run monthly safety meetings, and conduct accident investigations.
- Propose updates to ordinances, policies, and procedures.
- Prepare written and oral reports for leadership and represent the City at professional meetings.
- Extensive knowledge of building construction, materials, methods, and equipment.
- Mastery of building, mechanical, electrical, plumbing, property maintenance, and fire codes—as well as zoning ordinances and ADA requirements.
- A sharp eye for reviewing plans, blueprints, and complex specifications.
- Strong communication skills and the ability to build solid working relationships with a wide variety of stakeholders.
- Demonstrated leadership experience directing technical staff.
- Ability to stay calm, fair, and factual—even when handling sensitive enforcement situations.
- Ten years of experience in plan review, building code enforcement, and construction.
- ICC Certified Building Official (CBO) certification required—or obtained within six months of hire.
- Valid driver’s license.
- Ability to perform physical inspection activities (walking, climbing, kneeling, crawling, etc.).
- Availability for a standard Monday–Friday schedule (8:00 a.m.–5:00 p.m.) plus occasional evening meetings, court sessions, and special inspections.
