ESSENTIAL JOB FUNCTIONS:
Definition: Under the direction of the Finance Director, procures supplies/equipment.
Essential Job Functions:
Purchasing Function:
- Plans and directs the acquisition, identification, disposition and sale or lease of City property which includes conformance with Federal, State and City statutes, local City charter, rules regulations, policies and procedures.
- Participates in the preparation of specifications.
- Approves or rejects purchase requisitions, informal bids and quotations.
- Maintains lists of bidders and vendors
- Interview and correspond with vendor to obtain price and product information.
- Schedules and conduct bid openings and pre-bid meetings.
- Solicits, receives and tabulates competitive bids; Recommends the award of contracts.
- Obtains necessary insurance/bonds from contractors.
- Advises City officials on purchasing procedures and provides cost of equipment for budget preparation.
- Prepares and mails tax exempt certificates and bid questionnaires; designs purchasing forms.
- Notifies Human Resources of new vehicle purchases for inclusion to the City’s insurance program.
- Registers City vehicles and obtains titles and license plates.
- Assembles data and prepares periodic and statistical reports.
ADDITIONAL DUTIES:
- Perform other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive knowledge of governmental purchasing and contract administration methods
- Knowledge of State and Federal statues governing public procurement policies and procedures, source of supply, market, price trends and uses of goods and services required by a municipality.
- Knowledge of bidding and office management practices
- Knowledge of proper safety practices, accident prevention techniques and occupational hazards
- Ability to meet goals and objectives to supply an extensive array of goods and services for all City departments.
- Ability to establish and maintain an effective working relationship and to communicate with department personnel, other City employees and the public.
- Ability to communicate clearly and concisely, verbally and in writing with attention to detail in documentation and presentation.
- Strong sense of customer service
- Good problem-solving skills
- Ability to establish and maintain effective working relationships and to communicate with city employees, commission and boards, state and local governments agencies and the public.
PREFERENCE:
- Certified Purchasing Manager (C.P.M.) or Certified Public Purchasing Officer (CPPO) designation from the Institute for Supply Management or the National Institute of Governmental Purchasing
- Bachelor’s degree from an accredited college or university with major course work in Business Administration or Public Administration or related field
MINIMUM QUALIFICATIONS:
- Three (3) years of progressively professional experience performing purchasing in a governmental, institutional or industrial setting.
- Three (3) years of administration of contracts and supervision of personnel
Acceptable Equivalency:
- Any combination of training and experience that provides the knowledge, skills and abilities required.
Conditions of Employment:
- High School Diploma or Equivalent
- Valid Driver’s License
- Proof of eligibility to legally work in the U.S.
- Drug Screen
- Background investigation
- All City employees are required in the course and scope of their employment to provide services for the benefit of the general public during emergency situations that threaten the safety of Kingsville citizens. City employees must be able to work immediately before, during, and/or immediately after an emergency in accordance with the City of Kingsville Emergency Services Policy No. 881.

Machines, Tools, Equipment and Work Aids:
Regularly, uses personal computers and variety of software applications and other standard office equipment to include phone and fax. The essential functions of this position require the daily use of a computer and telephone.
