What are the responsibilities and job description for the Equipment Operator II (Earth Moving) position at City of Kingsport?
Performs skilled and semi-skilled work in the operation of various medium/heavy equipment in various divisions of Public Works.

- Operates a variety of medium/heavy construction equipment used in maintenance activities of public works infrastructure;
- Occasionally may operate more complex heavy equipment in less complex/precise construction projects;
- Performs a variety of manual laboring tasks;
- Ensures all tasks are completed in a safe and efficient manner;
- Operates hand tools appropriate to the assigned areas;
- Performs appropriate inspections and keeps equipment and vehicles clean and in safe working order;
- Performs operator maintenance/repairs, reports major repairs;
- Checks and maintains fluid level/refuels;
- Keeps appropriate records of tasks performed;
- Occasionally fills in for Crew Leader when needed and assists in training other employees;
- Performs duties of Maintenance Worker when not operating equipment;
- Attend training as needed to ensure compliance with safety and regulatory requirements, as well as achieve/maintain required certifications;
- Assist in emergency operations as needed;
- Additional duties as assigned.
- Demonstrates proficiency in operating designated equipment;
- Knowledge of occupational hazards and appropriate safety precautions for operating medium construction equipment;
- Knowledge of the principles, practices, methods, and materials used in various public works and facility construction projects;
- Ability to follow routes and make independent judgments.
- Skill in using methods, materials and equipment to perform assigned construction and maintenance tasks;
- Skill in performing vigorous manual labor under adverse weather conditions;
- Skill in communicating tactfully and courteously with the public;
- Skill in reading schematics and following oral and written instructions;
- Skill in establishing and maintaining effective working relationships with co-workers, other City staff and the public.
- High school graduate or high school equivalent;
- Experience equivalent to one-year full time work in operating the designated or similar equipment and construction or maintenance activities;
- Valid State of Tennessee or Virginia Commercial Driver’s License (CDL) at a level appropriate to the area assigned, including endorsements (must maintain throughout employment);
- For certain areas, a valid and appropriate Commercial Pesticide Application Certification.
