General Statement of Job
The Assistant Public Works Director supports the Public Works Director in planning, directing, and overseeing the operations and activities of the Public Works Department, which may include divisions such as engineering, streets, water, wastewater, solid waste, fleet maintenance, and facilities. This position plays a key role in managing departmental staff, budgets, and capital improvement projects, while ensuring that public infrastructure and services are delivered efficiently, safely, and in compliance with applicable laws and regulations.
The Assistant Director assists in developing and implementing departmental policies, procedures, and strategic plans; coordinates with other city departments, outside agencies, contractors, and the public; and may act as the Director in their absence. This position requires strong leadership, technical knowledge of public works operations, and the ability to manage complex projects and competing priorities in a fast-paced environment.

Supervises and manages departmental staff in accordance with established policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; setting deadlines; evaluating performance; rewarding and disciplining staff; coordinating and approving training programs; and addressing and resolving employee concerns and issues.
Provides leadership and guidance by planning, coordinating, and monitoring staff performance; coaching, counseling, mentoring, and advising employees to support departmental objectives and foster professional growth and career development.
Develops and directs strategic planning by establishing long-range goals, objectives, organizational structure, and overall direction for the department.
Implements operational plans by setting short-term or annual goals, objectives, and strategies to ensure efficient organization, effective project management, and timely completion of departmental initiatives.
Oversees departmental operations and functions, including management of all divisions, coordination of multiple projects—such as capital improvement projects—ensuring adherence to contract and specification requirements, supervising plan review and inspection activities, managing procurement processes, and ensuring water and wastewater testing comply with Environmental Protection Division (EPD) standards. Collaborates with contractors, consultants, and citizens to discuss projects, address concerns, and resolve issues.
Manages the department’s budget, including researching and justifying funding requests, making financial recommendations, maintaining accurate budget records, preparing quarterly financial reports, and participating in budget meetings and public hearings.
Serves as a liaison and active member on committees, task forces, and interdepartmental teams. Represents the department in meetings with external organizations, negotiates agreements, presents reports, and coordinates collaborative efforts to maintain effective working relationships.
Ensures quality and regulatory compliance, maintaining high performance standards and adherence to all relevant federal, state, and local requirements.
Maintains professional knowledge and skills by attending seminars, conferences, and training programs to stay current with industry trends, best practices, and emerging technologies.
Represents the department in interactions with internal staff, community members, public officials, and external agencies, providing information, facilitating communication, and resolving administrative or operational issues as needed.
Responds to inquiries from governmental agencies, community organizations, and the media regarding departmental programs, services, and initiatives.
Performs other related duties as assigned to support departmental operations and organizational objectives.

Ability to analyze and resolve problems involving several, complex variables.

Working Conditions and Physical Abilities While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend or descend ladders or stairs; reach with hands and arms; speak and hear; use sound, texture, odor and shape perception and discrimination; and occasionally push, pull and/or lift up to 50 pounds frequently and 50 to 100 pounds occasionally. Work is performed in a normal office environment and in the field exposing the employee to outside atmospheric conditions and possible bodily injury from moving mechanical parts of equipment, tools, or machinery, electrical shock and/or toxic or caustic chemicals. The incumbent's working conditions are typically moderately quiet.
