STORMWATER LABORER
General Definition Of Work
The Stormwater Laborer performs a variety of unskilled and semi-skilled manual labor tasks in the construction, repair, and maintenance of the City’s stormwater drainage system. This position supports efforts to maintain proper drainage, prevent flooding, and ensure compliance with state and federal stormwater regulations. Work is performed under immediate supervision and requires the safe operation of tools, vehicles, and light equipment.

The Stormwater Laborer performs a variety of unskilled and semi-skilled manual labor tasks in the construction, repair, and maintenance of the City’s stormwater drainage system. This position supports efforts to maintain proper drainage, prevent flooding, and ensure compliance with state and federal stormwater regulations. Work is performed under immediate supervision and requires the safe operation of tools, vehicles, and light equipment.
Typical Tasks
- Perform routine maintenance and repair of stormwater drainage systems including ditches, culverts, catch basins, storm drains, and pipes.
- Clean and remove debris, sediment, vegetation, and trash from drainage structures to maintain proper water flow.
- Assist in the repair and installation of stormwater infrastructure such as pipes, headwalls, inlets, and outfalls.
- Operate hand tools and light equipment such as shovels, rakes, mowers, weed eaters, compactors, and small loaders.
- Mix and pour concrete or mortar for system repairs as needed.
- Perform grounds maintenance including mowing, trimming, raking leaves, cutting trees, and picking up litter.
- Assist with erosion control measures such as seeding, matting, and installation of silt fence.
- Load and unload gravel, dirt, tools, materials, and equipment for maintenance and repair work.
- Perform basic custodial and maintenance duties as assigned.
- Support storm-related response efforts including debris removal, drainage blockage clearing, and emergency repairs.
- Safely operate City vehicles and equipment and ensure proper use of personal protective equipment (PPE).
- Maintain daily work logs and report unsafe conditions, damages, or equipment issues to the supervisor.
- Perform other related duties as assigned.
- Knowledge of stormwater drainage systems and basic maintenance techniques.
- Ability to understand and follow oral and written instructions.
- Ability and willingness to learn new tasks and procedures.
- Skill in safe operation of hand tools, small equipment, and vehicles.
- Ability to perform manual labor for extended periods in all weather conditions.
- Ability to establish and maintain effective working relationships with coworkers and supervisors.
- Dependability and good physical condition.
- Education equivalent to completion of the eighth grade required; high school diploma or GED preferred.
- Some experience performing heavy manual labor or work in construction, landscaping, or public works preferred.
- Possession of a valid North Carolina driver’s license required.
- Ability to obtain NCDEQ Erosion Control or Stormwater certification preferred.
- Work is primarily outdoors and performed in a variety of weather conditions including heat, rain, and cold.
- Exposure to noise, dust, mud, and moving equipment.
- Requires frequent standing, bending, lifting up to 50 pounds, and performing strenuous manual labor.
- May be required to work evenings, weekends, or during emergency situations such as flooding or storms.
