$26.53 - $37.14 / HOURLY

Must be able to work rotating shifts

Shifts are three 12-hr shifts (6 AM-6 PM; 6 PM-6 AM) and one 4-hr shift per 40-hour workweek

Shift example: Week 1: Work Mon, Tues, Fri, Sat, Week 2: Work Sun, Wed, Thurs

Open 24 hours per day, 365 days per year, including weekends and holidays

Rotating shifts every 3 months

OVERVIEW

This position provides supervision and oversight to an assigned shift within the Fire Department's Communications Center, which delivers vital 911, emergency, and non-emergency dispatch services to police, fire, and external agencies. As a working lead, the supervisor manages daily shift operations and personnel while simultaneously performing all standard duties of a Public Safety Telecommunicator. Responsibilities include coordinating activities across city departments, assisting with policy development, providing staff feedback for performance reviews, and handling complex or technical operational situations. Due to the critical nature of public safety, this role operates within a 24/7 environment and requires flexibility for call-ins or call-backs to support departmental needs.

About You: You are a decisive, mission-driven leader who possesses the high-level decision-making authority and independent judgment necessary to effectively manage staff and delegate tasks. You excel in fast-paced, high-stress environments, maintaining the ability to think quickly, make sound decisions during emergencies, and demonstrate the utmost care and attention to detail to ensure the safety of responding units. Committed to upholding the core values of the Kingman 911 Center, you work well under the direction of the Communications Center Manager, while remaining adaptable enough to accept direction from the Assistant Fire Chief or Battalion Chief when necessary.

EDUCATION AND EXPERIENCE
 
  • Associates degree in Public Administration or related course work or 60 Hours of secondary education, preferred
  • Three (3) years of experience as a Public Safety Telecommunicator including some supervisory experience.
  • Meets Standards or higher on last Performance Evaluation with no active discipline within in the previous 12 months.
  • Experience working with the public responding to inquiries and providing information.  
  • OR any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work.
 
SPECIAL REQUIREMENTS
 
  • Must successfully complete a police background examination and polygraph testing.   
  • Possess a valid Arizona Driver's License, or have the ability to obtain one prior to employment. 
  • Ability to accurately read and write the English language.
  • Must be able to adjust work schedule (hours and days of week) to ensure appropriate management of center as need arises and to accommodate personnel working in a 24/7 operation.

Personnel Supervision & Performance Management (35%): Responsible for the direct oversight, coaching, and development of assigned shift staff, including Public Safety Telecommunicators and Call Takers. This involves managing 24/7 staffing logistics, adjusting schedules for absences, and directing team members during critical incidents. In collaboration with the Communications Center Manager, this role conducts line-level counseling, documents performance through call reviews and personnel records, implements corrective performance plans, and provides input on disciplinary actions. Additionally, this function oversees the shift training ecosystem by coordinating Communications Training Officers (CTOs), facilitating new-hire training programs, reviewing daily observation reports, and delivering progress recommendations to leadership.

Dispatch Operations & Emergency Response (30%): Acts as an active, working lead by directly performing the core duties of a Public Safety Telecommunicator. This encompasses answering emergency 911, non-emergency, and administrative phone lines, processing requests for service through the CAD system, and managing radio frequencies. The role requires advanced technical knowledge of police and fire base radios to monitor and coordinate transmissions across multiple public safety and city agencies. In high-stress, critical life-safety situations, the position demands immediate, sound decision-making and strict attention to detail to ensure the safety of citizens and responding field units.

Systems Administration & Technical Support (20%): Serves as the primary operational point of contact for the Communications Center's equipment, troubleshooting technical malfunctions immediately and coordinating with maintenance personnel or the Center Manager to ensure rapid resolution. This administrative capacity includes compiling complex statistical reports from CAD and internal databases, reviewing division policies, and managing assigned budget, finance, or purchasing tasks. Furthermore, the role assists with or assumes the responsibilities of the ACJIS System Security Officer, overseeing critical data validations and TOC compliance testing.

Professional Standards, Compliance & Liaison (15%): Ensures absolute adherence to all departmental program policies, safety procedures, and objective goals while handling highly confidential, sensitive, and urgent information. This function requires maintaining meticulous records, regular attendance, and a high level of tact and mature judgment when interacting with internal city departments, external public safety agencies, and the general public. Additionally, this position handles peripheral duties such as participating in committees, supporting the hiring and testing process for new recruits, attending community outreach events, and providing professional court testimony when required.

Work Environment:

Work is performed in a fast-paced, high-volume, 24-hour/7-day-per-week emergency communications center operation setting. May be required to sit or stand for extended periods of time. Rotating shifts that include nights, weekends, holidays, and overtime may be required.
