Revitalization Coordinator
This position will perform a variety of complex administrative, clerical, and accounting duties to support the placement of liens and the revitalization of abandoned properties in Killeen.
The employee will have the responsibility of:
- Performs daily research on property ownerships, court records, tax appraisal data, and City records to find property owners who owe the City money and pursue collection of money owed.
- Establishing collection goals for each lien case.
- Performing analysis of documents provided by the property owner to determine and recommend further collection actions to be considered by the City.
- Maintains database of abandoned properties and identifies lien-burdened properties eligible for acquisition or placement in trust, coordinates with third-party agencies to obtain appraisals, and facilitates processes to ensure clear and marketable title.
- Tracking work actions and functions, compile status and progress reports, and document all collection actions taken
- Meeting with property owners to determine financial situations and other relevant information pertaining to the collection of liens and other forms of debt.
- Issuing notices for billing and collections and prepares all documents for the placement of liens, and payoffs for processing release of liens
- Performing clerical work, answering phones, and maintaining file records
- Attending county tax sales and presents lien payoff information to new owners
- Utilizing computer software systems to access current tax appraisal property owner information

Required Minimum Qualifications
Education and Experience:
- Graduation from high school or equivalent; and
- Experienced with working in general office practices, such as typing, filing, accounting and bookkeeping; and
- Two (2) years of related experience, which includes one year of collecting liens or other form of indebtedness; or
- Any equivalent combination of education and experience.
Special Requirements:
- Must have a valid Texas driver’s license within ninety (90) days of hire
- Must have a valid driver’s license by date-of-hire
