Responsible for prosecuting in Municipal Court and providing legal advice regarding the Texas Public Information Act.  Also involves providing quality legal services to City Council, City departments, and various boards and performing such other duties as assigned by the City AttorneyThis information is intended to be descriptive of the key responsibilities of the position.   The following examples do not identify all duties performed by any single incumbent and such duties are subject to change at any time.
  1. Represents the State of Texas in Municipal Court proceedings, including pretrial matters, trials, and hearings as Municipal Prosecutor.
  2. Drafts complaints, motions, and other forms for Municipal Court.
  3. Provides legal advice regarding the Public Information Act;
  4. Drafts briefs to the Attorney General supporting exceptions to disclosure pursuant to the Public Information Act;
  5. Conducts legal research of ordinances, case law, and state and federal laws.
  6. Provides legal advice and services to City Council, City boards, City Manager, and staff.
  7. In connection with assigned special projects, conducts legal research on a variety of municipal issues, documents results and findings, presents legal advice, information, and recommendation.
  8. Prepares, reviews, and analyzes agreements, policies, and other legal documents.
  9. Recommend changes in policies and procedures in order to meet legal requirements.
  10. Makes professional presentations before staff, City boards, and City Council.
  11. Represent the City Attorney’s Office at various City board meetings.
  12. Supervision of assigned staff in absence of City Attorney.
  13. Supports relationship between City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.
  14. Performs other duties as assigned. 
Education, Certification and Experience Required:
  • Possession of a Doctor of Jurisprudence from an ABA accredited college of law with a minimum of three years’ experience in municipal law and experience as a prosecutor; or, any combination of related education and experience that will result in a candidate successfully performing the essential functions of the job.
  • Licensed to practice law in the State of Texas.
  • Possession of a valid Texas Class C driver’s license.
Required Knowledge, Skills and Abilities:
  • Ability to communicate effectively both orally and in writing.
  • Ability to form and maintain effective relationships with coworkers and customers.
  • Exhibits strong interpersonal/human relation skills.
  • Ability to read and understand legal documents, technical materials, reports, and journals.
  • Broad knowledge the following municipal law practice areas and their corresponding state statutes: purchasing; employment/human resources; criminal law; economic development; real estate, engineering, finance, employment law, land use and planning; parks and recreation; Texas Public Information Act and Open Meetings Act. 
  • Ability to support and present controversial positions to others, including City Council and other boards.
  • Ability to independently perform the full range of general and specialized legal work on a variety of topics, with emphasis in criminal law, open government, and employment law.
  • Ability to provide administrative and professional leadership and direction to assigned administrative/clerical support staff.
  • Ability to use word processing software and equipment.
  • Ability to maintain regular and predictable attendance.
Machines, Tools Equipment and Work Aides:
  • Computer and related software, telephone, calculator.
Special Requirements:
  • Attends meetings before and after hours as may be required.
  • Travel may be required.


Duties are generally performed in an office setting.  Some light work requiring occasional lifting objects up to 20 pounds to move objects.  Must be able to sit for long periods of time.  Work may also require stooping, kneeling, crouching, bending, standing, walking, pushing, and pulling.

Salary : $5,339 - $5,873
