Human Resources Assistant - Disaster Grant Program

Job Summary

The US Dept. of Labor under a grant agreement with the Texas Workforce Commission- Workforce Alamo, has provided funding to support Long-Term Recovery operations in Kerr County. Positions listed for the City of Kerrville are one-year, grant-funded positions to support disaster recovery implementation. Job Summary:
This position is a grant funded position and part of the Human Resources Department and performs a wide range of human resources and risk management functions. Duties may include but are not limited to conducting employee filing, coordinating pre-employment testing, posting employment opportunities as they become available, assisting employees with benefits enrollment and answering questions, and processing the departments accounts payable invoices. The position also assists with supporting the City’s risk management and safety programs.

Principal Duties and Responsibilities

• Prepares, distributes and posts job openings and job ads for recruitment.
• Maintains the filing system for tracking job openings and information.
• Coordinates pre-employment testing and background checks on candidates.
• Organizes new employee orientation, processes all new hire paperwork and sets up appropriate files.
• Processes the HR department’s accounts payable invoices.
• Assists manager with workers compensation claims for City employees.
• Coordinates and supports the City’s risk management and safety programs.
• Completes special projects as assigned.
• Assists with special events when needed.
• Performs other duties as may be assigned.

Minimum Qualifications, Experience, and Abilities:

Required Knowledge, Skills and Abilities:

• Knowledge of, or the ability to learn about, risk management claims processing.
• Knowledge of, or the ability to learn about, workers compensation law and claims processing.
• Knowledge of, or the ability to learn about, the FMCSA DOT driver rules and regulations.
• Basic knowledge of Human Resources principles and practices.
• Basic knowledge of laws pertaining to Human Resources.
• Working knowledge of MS Office including Word, Excel, PowerPoint and Outlook.
• Excellent interpersonal and communication skills.
• Ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public.
• Ability to maintain a sense of urgency in all duties.
• Ability to maintain a professional appearance and image.
• Ability to maintain regular and predictable attendance.
• Ability to work independently or as part of a team.

• Computer and related software, printer, calculator, copier, fax.

• Possession of a High School Diploma or equivalent with a minimum of two years of related experience.
• Possession of a valid Texas Class C driver’s license.

• Must be bondable.
• One year, grant funded position only.

Physical and Environmental Conditions

Duties are generally performed in an office setting. Some light work requiring occasional lifting objects up to 20 pounds to move objects. Must be able to sit for long periods of time. Work may also require stooping, kneeling, crouching, bending, standing, walking, pushing, and pulling.
