Job Summary:
Responsible for managing the City’s Water Treatment Plant, including supervision of operations, personnel, budgeting, recordkeeping, administration, and public relations. Ensures all plant activities comply with EPA and other regulatory standards to maintain a continuous supply of potable water for the City.
Duties/Responsibilities:
1. Manages and oversees daily Water Treatment Plant operations, including personnel, budgeting, recordkeeping, and administrative functions.
2. Prepares and submits the departmental budget to the Service Director for review and approval. Monitors and authorizes departmental expenditures, processes payment requisitions, and ensures adherence to approved budgetary limits. Requisitions necessary supplies and equipment, including chemicals, laboratory materials, pumps, mechanical parts, and related items.
3. Implements and enforces city policies while developing and maintaining Water Treatment Plant policies and procedures. Establishes departmental priorities and leads planning meetings focused on operations, budgeting, policy, and personnel. Determines manpower, scheduling, and equipment needs in accordance with city ordinances, policies, and budgetary constraints, subject to the approval of the Service Director.
4. Appears before City Council to present and discuss water treatment issues, as directed by the Service Director.
5. Prepares and issues public communications on water treatment matters and serves as departmental spokesperson to the media and community. Addresses and resolves public complaints, determines appropriate actions, and maintains positive community relations.
6. Ensures Water Treatment Plant personnel possess the necessary knowledge and skills in treatment methods, equipment operation, and related duties through effective oversight of training program development and administration. Ensures full compliance with all state-mandated certification and licensing standards.
7. Supervises departmental staff at an administrator level; plans and delegates objectives to ensure treatment operations and activities comply with established procedures, policies, and regulatory requirements. Interviews job applicants and exercises authority in making selection decisions for new hires and promotions.
8. Evaluates plant policies and programs, recommending changes or continuation as needed. Develops procedures consistent with city policy and ensures compliance with state and federal regulations, recommending operational adjustments as required.
9. Evaluates staff performance and addresses employee complaints, work-related issues, and other personnel matters. Enforces, administers, and interprets personnel and operational policies. Administers disciplinary actions, up to and including suspension or termination, in accordance with the employee handbook or applicable labor contracts. Reviews and recommends approval or denial of sick leave, vacation, and overtime requests.
10. Inspects facilities and equipment regularly to identify maintenance or repair needs, ensuring continuous and safe plant operations.
11. Reviews test results, records, and reports prepared by Water Treatment Plant Operators; evaluates the data and adjusts treatment processes as necessary. Prepares, signs, and submits reports to the EPA and other governmental agencies, documenting plant operations and regulatory compliance.
12. Maintains and enhances professional knowledge and skills by participating in training programs, workshops, and conferences. Stays current on laws, regulations, and ordinances governing City treatment operations, and acquires knowledge of new treatment methods and equipment.
13. All other duties as assigned by the Supervisor.
Education and Experience: An appropriate combination of education, training, coursework, and experience may qualify an applicant to demonstrate the required knowledge, skills, and abilities. An example of an acceptable qualification includes a High School Diploma, GED, or equivalent, along with possession of a Class II Water Treatment Plant Operator’s License and five (5) years of experience as a Class II Water Treatment Plant Operator. Applicants must also possess any additional certifications required by the Ohio EPA and the Ohio Department of Health.
Licensure or Certification Requirements: Possession of a Class II Water Plant Operator’s License issued by the State of Ohio. Any other certificates required by the Ohio EPA and Ohio Department of Health.
Work Schedule: 40 hrs/week; may be required to work other shift times, weekends, holidays or overtime to accommodate the needs of the city/department. May be required to work continuously, for long hours, in emergency situations.

Pay: $60,000.00 - $72,000.00 per year
