Crime Analyst

GENERAL NATURE OF WORK

This is a civilian position within the Kennesaw Police Department that reports through the Criminal Investigations Division chain of command. This position is responsible for crime analysis and cyber intelligence. Key functions include evaluating crime patterns, providing crime statistics upon request, utilizing online resources to gather investigate information and monitoring online sources for illegal activity within the city limits of Kennesaw.

JOB RESPONSIBILITIES

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

• 
  Perform statistical and analytical research involving the use of various computer statistical programs for quantitative analysis of crime statistics; provides statistical reports as directed from the Office of the Chief of Police as requested for the City Manager, City Council, city departments, law enforcement agencies, community groups and the public.
• 
  Gathers and analyzes-crime data for crime pattern detection, suspect-crime correlations suspect profiles, and crime forecasting. Establishes methods to gather data from a large variety of sources and systems; analyze the accuracy and reliability of crime data collection and analysis sources and develop more effective methods and sources.
• 
  Conducts quantitative analysis to forecast future crime occurrences by crime type and target location, which will be used to effectively direct the law enforcement efforts in all communities.
• 
  Creates, prepares, and reviews various crime analysis and intelligence documents (e.g., weekly/monthly reports, articles for publication, bulletins, training material, memos, letters, web pages, maps, etc.) to disseminate information.
• 
  Make presentations to police personnel, members of the community, and outside agencies, as assigned.
• 
  Coordinates with outside law enforcement agencies the exchange of data to identify cross-jurisdictional crimes.
• 
  Submits updated crime information to the command staff on serious crimes and crime patterns in a timely manner, as well as weekly, monthly, quarterly, and annual reports of criminal activity to supervisors for completion of CALEA required reports.
• 
  Researches, analyzes, evaluates and correlates criminal intelligence information in order to determine source reliability, content validity, and potential truthfulness, using internet and social media technologies; to develop investigative leads and links; and to distinguish patterns and trends.
• 
  Organizes and maintains sensitive, non-sensitive and open-source case data and/or files into logical, concise, and understandable order for retrieval if further analysis is needed.
• 
  Assists in the design, testing and/or maintenance of operational databases, analytical software, hardware and peripheral equipment to enhance the quality of work product, improve productivity, and ensure equipment is functioning properly.
• 
  Monitors relevant social media and other online websites on a daily basis for information concerning past and potential future local crime and event; alerts supervision and command staff of emergent criminal or event information.
• 
  Reviews on a weekly basis all pages and links to the Kennesaw Police Department web site and police social media pages to ensure all posted information is current and clearly accessible; assists all department elements in uploading, updating, and posting information on both the internet and intranet sites.

  Assists department recruiter with cyber-vetting job applicants.
• 
  Appear in court when subpoenaed.
• 
  Additional related job duties may be required.
• 
  Perform other related duties as assigned.

KNOWLEDGE, SKILLS and ABILITIES

• 
  knowledge and skill in researching internet sites, including social media, and mining information to collect pertinent criminal justice/law enforcement information for investigative research purposes, and to perform internet searches of police department applicants for vetting purposes.
• 
  knowledge and skill applying statistical computer programs, including spreadsheet programs such as Microsoft Excel, and the ability to learn additional programs, if needed.
• 
  Ability to utilize public safety computer systems. Ability to create analytical summary reports, "hot spot'' maps, matrices, spreadsheets, and investigative intelligence bulletins.
• 
  Ability to attend meetings and perform liaison activities with other national/regional crime analysis groups while maintaining a working relationship with other local jurisdiction's crime analysts; attend investigative division meetings and patrol division roll-call briefings, as needed, to facilitate the flow of information.
• 
  Ability to use mapping programs to generate maps and create basic plot point (i.e., community zones, crime incidences, police routes, etc.).
• 
  Ability to respond to citizen requests for maps and information on crime statistics.
• 
  Ability to communicate effectively, both verbally and in writing, to include composing written recommendations, and making public presentations.
• 
  Ability to develop positive working relationships with department personnel, other city employees, and representatives with other law enforcement agencies, community groups and the public.

  Ability to maintain absolute confidentiality of information.
• 
  Ability to organize projects and prioritize tasks to meet deadlines.
• 
  Ability to become GCIC certified within one year of start date. Extensive background check performed at time of hire required.

Requirements

MINIMUM QUALIFICATIONS

Responsibility and Complexity of Work

This position works under the general supervision of the Criminal Investigations Division Commander, with special project requests from the office of Chief of Police, City Council, other police divisions/units, other city departments and the public.

The employee is responsible for creating statistical crime reports from available databases, and utilizing online resources to obtain investigative information

The employee must apply statistical and quantitative analysis methods to crime data collected from the field to be used by command staff in effectively targeting crime in all Kennesaw communities. The employee must be able to integrate all crime data and intelligence into functional reports to be used for all areas of police department operations. The employee must ensure that database exchanges from the network to workstation applications are operating correctly; must be able to work with IT staff in troubleshooting connection problems in a timely manner. Errors or mistakes in the accuracy or reliability of the intelligence and data analysis reports could negatively impact law enforcement efforts. The employee must be able to keep strict confidentiality of sensitive information and work in a high security environment.

Associates or bachelors (preferred) degree from an accredited college or university in Criminal Justice, Social Sciences, Information Technology, Management Information Systems, or a related field, or equivalent training and experience.

Communications

Regular communications with the assigned supervisor, the command staff, other police personnel, and IT staff to resolve computer network concerns. Non-regular communications with other law enforcement agencies, city department staff, software vendors, and the public. The employee must be able to communicate at all levels.

Physical Requirements: This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors and visual cues or signals.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
