Position Function - Under the direction of the Public Works Director and/or designee, performs assigned duties necessary to support the construction inspection functions of the City, ensuring compliance with all applicable codes, guidelines, business practices, and industry standards.     Primary duties include all phases of publically owned portions of commercial, City, and residential construction projects, to include but not limited to: right-of-way and access (e.g., sidewalks, driveway, streets, bridges, dams, alleyways, etc.), utilities, drainage and stormwater, water and sanitary sewer systems, paving, etc.

Performs assigned duties necessary to support the construction inspection functions of the City, ensuring compliance with all applicable codes, guidelines, business practices, industry standards. Primary duties include all phases of commercial and residential construction inspections, to include but not limited to right-of-way and access (e.g., sidewalks, driveway, streets, bridges, dams, alleyways, etc.), utilities, drainage and stormwater, water and sanitary sewer systems, paving, etc. Responsible for site visits and inspections, surveying, and materials and performance testing (e.g., water and sewer lines, concrete, soils, etc.). 75%


Performs assigned duties necessary to review and make recommendations on construction plans.     Responsible to provide assistance to developers, contractors, and/or the general public in meeting City requirements.  Duties include, but are not limited to, ensuring that construction projects are performed in accordance with applicable plans, standards and specifications; attending various meetings (e.g., community groups, City Council, pre-construction, planning, etc.); and researching and answering customer inquiries. 20%

Physical Demand Descriptions

Bending/Climbing/Balancing - picking up supplies, files, boxes, tools and equipment, stairs, ladder, walking, standing, uneven terrain, drill exercises, etc. 
Carrying/Lifting -  lift and carry 50 lbs, files, office supplies, tools, equipment, work aids, etc. 
Fine Dexterity - telephone, keyboard, "ten key" or calculator, computer hardware, compass, measurement tools, surveying instruments, software usage, etc.
Foot Controls - driving, walking on uneven terrain, ladders, etc. 
Hearing - construction sites, customer assistance, telephone, verbal direction received, safety work zone, etc.
Handling/Pushing/Pulling/Reaching - supplies, files, file boxes, retrieving, storage shelves, inspections, etc.
Standing - making presentations, assisting customers, directing meetings, site inspections, land surveying, drill exercises, etc.
Sitting - desk work, meetings, driving, etc. 
Vision - computer and desk work, invoices, driving, blue prints, schematics, codes/regulations, plans, drafting, land surveying, etc. 
Walking - to and from office, to and from buildings, assisting customers, inspections, etc.
Machines, Tools, Equipment and/or Work Aids

Audio/Visual, Calculator, Computer, Copier, Facsimile, Keyboard, Office Supplies, Scanner, Software, Telephone, Vehicle, Composite-Toed Safety Boots, Hardhat, Safety gear (e.g., eye, hand, ear, vest, etc.), survey equipment, etc. 
Environment
Duties are generally performed in an office and outdoor environment. Possible exposure to dust, mold, loud noise, poor air quality, fumes, chemicals, and electricity. Duties may require prolonged periods of outdoor activities, which may produce exposure to inclement weather and allergens.
Requirements/Knowledge/Skills/Abilities
Required knowledge and experience is normally obtained through the completion of education resulting in a High School Diploma or GED, and three (3) to five (5) five years of work related experience in drainage, paving and utility construction and/or inspection.
Associates Degree that included course work in construction and/or public infrastructure inspection, drafting and construction technology is preferred. 
Certifications from the American Public Works Assocation, American Water Works Association, Texas A&M Engineering Extension Service or other job-related certification or designation are preferred. 
Knowledge of basic geometry application. 
Ability to work under high demands, short time constraints, and the pressure of a fast paced work environment.
Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department and job related activities.  
Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public.  
Ability to perform basic mathematical equations necessary to perform analyses.
Must be competent in the use of Microsoft Office (e.g. Word, Excel, Power Point, etc.). 
Must possess good oral and written communication skills. 
Must be able to read and understand Federal and State regulations, and City policies and procedure manuals.
Must be able to read and interpret blue prints, schematics, plan designs, and plats.
Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with elected officials, contractors, business owners, City Staff and the general public.
Must possess a valid Texas Class C driver license.  
Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
