The City of Johnson City, Tennessee, is accepting online applications for an IT Specialist in the Water & Sewer Department.

This position performs skilled technical and coordination work to support the department's technology needs. Responsibilities include the setup, maintenance, troubleshooting, and replacement of personal computers, tablets, phones, software, and peripheral devices. The IT Specialist also assists with database maintenance, user account management, cybersecurity practices, software coordination, and technology-related procedures for the Water & Sewer Department.

This is a skilled technical position within the City's Water & Sewer Services Department. The employee uses technical knowledge in computer systems, electronics, databases, and application software to support multiple divisions. The employee may also make recommendations regarding hardware, software, and devices that improve departmental efficiency. Work is performed under the supervision of the Water and Sewer Director or their designee.

Essential Duties and Responsibilities

The IT Specialist may perform the following duties:

  • Coordinate work, tasks, and schedules between the IT Department and the Water & Sewer Department.

  • Assign and monitor technology-related tasks, work requests, and PC maintenance needs.

  • Follow up on work requests completed by PC Support Specialists.

  • Develop, maintain, or procure application software for department use.

  • Ensure Water & Sewer software and hardware follow current cybersecurity practices.

  • Assist SCADA technicians with hardware and software setup.

  • Support Meter Reading staff by maintaining handheld devices and assisting with integration software.

  • Maintain and troubleshoot tablets used by Water & Sewer field staff.

  • Coordinate the creation and deactivation of email, internet, Cartegraph, tablet, and other user accounts.

  • Document programs, procedures, written instructions, input/output data, forms, and related materials for department staff.

  • Maintain a current inventory and library of PC software, hardware, and peripherals.

  • Recommend hardware, software, peripheral devices, and workflow improvements to the Water and Sewer Director.

  • Prepare specifications for the purchase of PC hardware, peripherals, and software.

  • Keep department divisions informed of hardware and software upgrades, offerings, and scheduled maintenance.

  • Maintain current knowledge of PC hardware, software, and technology trends.

  • Set up, test, and install new or replacement PCs and peripherals.

  • Troubleshoot PC hardware and software issues.

  • Develop and maintain databases used in Water & Sewer operations.

  • Maintain up-to-date digital and printed phone and email databases.

  • Coordinate IT services for new employees and termination of IT services for departing employees.

  • Create and maintain user profiles for various software applications.

  • Coordinate outside service and repair of PCs and peripherals, including equipment under warranty and out of warranty.

  • Develop and update job-related work instructions and procedures.

  • Assist with the annual budgeting process and identify new or replacement technology needs.

  • Perform other duties as assigned by Water & Sewer Department supervision.

Required Knowledge, Skills, and Abilities

The successful candidate should have:

  • Thorough knowledge of PC hardware and software.

  • Thorough knowledge of Microsoft Windows operating systems and Microsoft Office applications.

  • Ability to coordinate work tasks and schedules.

  • Ability to work effectively with employees across various divisions and departments.

  • Ability to set up and connect PCs and peripherals to local area networks and central computer systems.

  • Ability to create and maintain databases.

  • Ability to maintain Bluetooth hardware and software.

  • Ability to follow complex written and verbal instructions.

  • General knowledge of programming languages and application software.

  • Willingness to learn new procedures and take on additional responsibilities.

  • Ability to work independently.

  • Ability to explain complex technical information to non-technical staff.

  • Ability to coordinate activities with PC Support Specialists and other technical staff.

Education and Experience

Minimum qualifications include:

  • Associate's degree in computer technology, PC technology, information technology, or a related field; or

  • High school diploma or equivalent with considerable experience in programming, PCs, peripheral devices, and database development or management; or

  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
