OBJECTIVE:
Under general supervision of the Building Director, this position performs a variety of professional commercial, industrial, and residential plumbing and safety inspections of new and existing properties to ensure compliance with federal regulations, state statutes, City codes, and local ordinances. 
 
RELATIONSHIPS:
Reports to: Building Director.
 
Has regular work contact with appointed and elected City officials, Department, Division, and Office Heads, City employees, contractors, consultants, designers, homeowners, product manufacturers, other governmental agencies, and the general public.

Supervises: Has no regular supervisory duties.

  1. Performs scheduled and unscheduled site inspections in all public, private buildings and street excavations for lateralsto ensure compliance with the Wisconsin Plumbing Code and city regulations; follows up on department orders to correct to ensure compliance is achieved.
  2. Consults with contractors, subcontractors, home owners, and other interested individuals concerning approved materials and methods of plumbing installations; works to resolve complaints.
  3. Reviews plumbing plans, specifications, and other construction documents submitted to the department for approval to ensure compliance with federal regulations, state statutes, , City codes and ordinances, and other  requirements.
  4. Maintains records of inspections and instructions issued pursuant to department policies and procedures.
  5. Maintains current knowledge of local, State and model requirements and construction standards as they relate to plumbing construction and installation; recommends appropriate amendments and policies to the supervisor.
  6. Inspects plumbing systems to ensure they are constructed and installed in compliance with manufacturer standards, federal regulations, state statute, and City codes.
  7. Investigates potential health and safety hazards regarding City water supply, unsafe heating and ventilating systems, related plumbing problems, building structures, and other City code violations.
  8. Responds to questions and complaints from contractors, designers, home owners, and citizens regarding compliance to plumbing, zoning, building and heating, and ventilation codes.
  9. Issues directives to correct improper potable water connections to City water supply to ensure that the City water supply remains safe and pure.
  10. Issues water meter permits and coordinates installation of water meters with the Water Utility.
  11. Coordinates code enforcement of restaurants, bars, and health care facilities with county and state agencies.
  12. Performs other inspections, prepares reports, special projects, and other duties as assigned or required during and after regular business hours including providing support as a part of any City response to essential or emergency operations.
  13. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
  14. Performs other special projects and other job duties as assigned or required during regular and non-business hours.
  15. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated.
The requirements listed below are necessary to perform the essential duties of the position.

  1. A high school diploma or equivalent is required.
  2. Certification as a Commercial Plumbing Inspector or possession of a valid Master or Journeyman plumbing license issued by the State of Wisconsin is required.
  3. A minimum of five (5) years of experience in design or installation of plumbing systems is required. 
  4. State certification in UDC and Commercial Building Code, or ability to obtain within 1 year, is required.   
  5. A valid, state-issued driver’s license at time of hire is required. 

OTHER QUALIFICATIONS
The qualifications listed below are preferred, but not required to perform the essential duties of the position. The absence of these qualifications on a candidate’s application does not preclude them from consideration.

  1. Construction experience preferred.
  2. Commercial Building Inspector certificate preferred.
  3. Uniform Dwelling Construction (UDC) Inspector certificate preferred.
  4. UDC Electrical Inspector certificate preferred.
  5. UDC HVAC Inspector certificate preferred.
  6. Soil Erosion Inspector certificate preferred. 

The City of Janesville will provide an additional $1,000 - $2,000 to the annual salary of the Plumbing Inspector for each additional State of Wisconsin certification above the minimum requirements for the position.  An additional $2,000 to the annual salary will be provided for Commercial Building Inspector and Uniform Dwelling Construction Inspector.  An additional $1,000 will be provided for UDC Electrical Inspector, UDC HVAC Inspector, and Soil Erosion Inspector.

A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements.

  1. Thorough knowledge of Federal, State, and local residential and commercial plumbing regulations and codes.
  2. Thorough knowledge of plumbing systems.
  3. General knowledge of electrical work, carpentry work, concrete work, mechanical systems, and fire protections systems.

  1. Ability to read and interpret plumbing plans, blueprints, specifications and other construction documents, codes and municipal ordinances.
  2. Ability to uniformly enforce plumbing regulations and codes in accordance with federal, state, and local regulations and to obtain conformance with same.
  3. Ability to select, evaluate, analyze, and interpret data from several sources and apply that data to prescribed guidelines, policies and procedures.
  4. Ability to manage multiple projects simultaneously, adapt to changing priorities, and to work smoothly and cooperatively on a variety of projects.
  5. Ability to make decisions according to applicable laws, regulations, established procedures, and the directives of the City Manager and City Council.
  6. Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone.
  7. Ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, and to compute percentages. 
  8. Ability to learn and apply new technology and computerized systems/building systems in order to detect and diagnose operational problems and maintenance needs.
  9. Ability to comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor.
  10. Ability to maintain a valid, state-issued driver’s license.
  11. Ability to maintain required state-issued certifications.

EQUIPMENT, INSTRUMENTS, AND MACHINES:
Machinery and equipment, including personal computer, printer, telephones, fax machine, copier, scanner, 10-key calculator, Govern and GIS software, and other standardized or specialized office equipment.  Other equipment includes non-powered hand tools, ladders, two-way radio, municipal vehicle, measuring devices, cellular communications equipment, and may occasionally use light mechanical equipment.  

WORKING CONDITIONS AND PHYSICAL FACTORS:

While performing the duties of this job, the employee regularly works in an office setting or an outdoor environment. While outdoors, the employee may occasionally work in inclement weather and be exposed to adverse weather conditions, including extreme heat and extreme cold, high winds, and wet/humid conditions.   The employee regularly walks over uneven terrain, such as construction sites; in close proximity to heavy construction equipment and trucks. The employee may work near moving mechanical parts in precarious places; and is occasionally exposed to fumes or airborne particles, dust, toxic or caustic chemicals, dust, and vibration.  On occasion, the employee is exposed to situations which could involve an element of personal risk, requiring compliance with necessary safety procedures. The noise level in the office environment is generally quiet to moderately noisy; however, exposure to loud noises while out in the field may occur. 

This position frequently walks, stands, stoops, kneels, crouches, crawls, and exerts up to 50 pounds of force by lifting, carrying, pushing, or pulling objects. The employee is frequently required to see/observe, talk/speak, and listen/hear; use their hands to finger, handle, feel or operate objects and equipment; repetitive arm, wrist, hand, and eye movements are included. There is frequent twisting, reaching, wrist turning and grasping. The employee may be required to climb or balance climb ladders and work at elevated heights. Use of personal protective equipment is required.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Hand-eye coordination is necessary to operate computers and various pieces of equipment.  Employee is required to use cognitive ability to reason, analyze, and verbalize thoughts and ideas.  Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials or tasks.

The employee may, on occasion, be exposed to outside weather conditions, including extreme heat and extreme cold.  The employee may work near moving mechanical parts in precarious places; and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic, or caustic chemicals, and vibration. The working conditions in the office environment are comfortable.  The noise level in the office environment is generally quiet to moderately noisy.  

A regular, Monday – Friday, 40-hour work schedule is required for this position.
