City of Jacksonville, Texas Position Description

Job Title: Shelter Supervisor

Department: Police

Reports To: Police Sergeant

Positions Supervised: Volunteers

FLSA Status: Non-Exempt

Pay Grade: H06

Education and Experience

An equivalent combination of education, training, and experience will be considered.

  • Education: High School diploma or GED.
  • Experience: No previous experience is required.
  • Certifications: Euthanasia License (if performing euthanasia duties), Rabies Control Training, and any other certifications required by Texas Law.
  • Licensing: Must possess a valid Texas Driver's License, with a clear driving record.

Summary

Performs daily operational functions of the City Animal Shelter including animal intake and care, sanitation, recordkeeping, public assistance, and compliance with applicable laws and departmental policies.

Essential Job Functions

  • Facilities and ground maintenance. Ensure safe operations and animal care by cleaning and disinfecting the entire shelter. Wash and clean the floor, kennels, water bowls and food bowls in every kennel and cage.
  • Performs initial health and temperament screening for all animals entering the Animal Shelter. Run tests like parvo and fecal test on animals in shelter. Take blood draws and fecal tests to make sure animal is in good health. Administers vaccines and drugs.
  • Provide exercise and good hygiene for animals in shelter. Take dogs out for walks and bathe them.
  • Monitor animals for signs of illness, injury, or aggressive behavior and report concerns to a supervisor.
  • Process animal intake and release in accordance with City policy and Texas law. Create and maintain accurate records in shelter management software. Maintain documentation related to vaccinations, rabies, quarantine, stray holds, owner surrenders, and final disposition. Ensure proper identification and tracking of all animals housed in the facility. Order all supplies for shelter for normal operations. Order tests, food, and disinfectants for the shelter to run properly.
  • Provide professional assistance to citizens regarding lost and found animals, adoption procedures, and shelter policies. Answer incoming calls and coordinate information with Animal Control Officers as needed. Support adoption programs and licensing initiatives in accordance with City procedures.
  • Coordinates animal health care and spa/neuter with outside veterinarians.
  • Monitor inventory levels of food, cleaning supplies, medical supplies, and equipment. Notify supervisor when supplies need replenished. Maintain equipment in clean and working condition and report maintenance issues promptly.

Ancillary Job Functions

  • Contributes to team effort by performing other related duties as assigned.
  • Assist Animal Control Officers and other City personnel when directed.

  • Knowledge of best practices, operational characteristics, services, and activities of an Animal Shelter.

  • Must be familiar with computers and computer software functions.

  • Oversee and direct the operations, services and activities of the Animal Shelter.
  • Ability to educate and train others.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Determine breeds, species and gender of animals. Recognize signs of animal neglect, abuse and cruelty.

Equipment Used

  • Animal handling equipment (leashes, catch poles, carriers, restraint devices).
  • Microsoft Office, PetPoint, cameras.

  • Work requires the visual acuity of 20 feet or more, 20 inches or less, three-dimensional vision, and the ability to identify and distinguish colors.
  • Must be able to lift 60 or more pounds.

Total Compensation (Eligible Positions)

  • Paid holidays.
  • 18 days per year of paid vacation accrued the first year of service.
  • Longevity pay.
  • Certification/Education pay.
  • Participation in Texas Municipal Retirement System (7% employee contribution, 2:1 City match).
  • Health, dental, and life insurance.
  • Vested after 5 years of service.
  • Eligible for retirement after 20 years.

Additional Requirements

  • Criminal history, drug test, and driver's license check required.
  • City of Jacksonville conducts random drug testing in accordance with Texas law and applicable federal guidelines.
