The Downtown Investment Authority Department is actively seeking an Operations Analyst.

This is professional work in researching and evaluating operational processes and procedures; and proposing and implementing changes to improve efficiency within the unit. The work requires knowledge of policies and regulations governing the operation and business processes, practices, theories and principles which is usually through a combination of education, training and considerable experience. May assign, oversee and monitor the work of others. Contacts require skills in understanding and influencing people and are important in identifying needs and resolving problems. The work is covered by substantially diversified techniques, methods, practices and procedures and involves a variety of situations requiring independent judgment. The work is performed primarily in an office environment and includes field visits to work sites. Operates standard office equipment such as a personal computer. The physical demands are minimal and may require lifting and moving light objects. The work is performed under limited supervision subject to practices and procedures covered by precedents or well-defined policy and are reviewed, usually after the fact, in terms of quality, timeliness, and adherence to methods, standards, and policies.
  • Develops, evaluates, monitors, and implements quality assurance processes and programs.
  • Studies, reviews and analyzes functional activities, operations and methods of support and makes recommendations to improve processes.
  • Analyzes, tracks, recommends, and markets strategies to increase streams of revenue and productivity.
  • Research, compiles data, conducts special studies, and prepares written reports and correspondence.
  • Identifies and initiates innovative solutions to customer requests for service.
  • Provides technical assistance and training to personnel regarding ways to improve operations and automate processes and resolves related problems.
  • Collaborates with all functional business units within unit to achieve strategic, tactical, and project goals.
  • Develops effective reporting tools for the business unit using databases, spreadsheets, presentations, and word processing software.
  • Oversees the City’s Micromobility program by coordinating with e-scooter/e-bike vendors, including creating reports on program utilization and performance to monitor trends and identify opportunities for improvement.
  • Ensures vendors remain in compliance with all contractual requirements and operational guidelines.
  • Identifies areas for program expansion and prepares recommendations for the Public Parking Officer.
  • Assists in finance, accounting, auditing and budget related activities including preparing the Enterprise Fund’s budget.
  • Responsible for all major purchases, preparing and monitoring contracts for the Public Parking Office.
  • Operates standard office equipment such as personal computer using word processing, spreadsheet, database, and other related software.
  • Demonstrates proficiency in the City of Jacksonville’s   competencies.
  • Performs related work as required.
  • Knowledge of the department's operation methods, rules, regulations and procedures.
  • Knowledge of relational data base applications.
  • Knowledge of research and statistical methods and techniques.
  • Knowledge of customer service standards, practices, and procedures.
  • Ability to develop and maintain various analyses and reporting tools 
  • Ability to interpret audit work and recommend appropriate levels of audit coverage for various units.
  • Ability to research and compile data, conduct special studies, and prepare written reports and correspondence.
  • Ability to analyze, track, recommend, and market strategies to increase revenue and productivity.
  • Ability to interpret and administer laws, rules, and regulations.
  • Ability to operate standard office equipment such as personal computer using word processing, spreadsheet, database, and other related software.
  • Ability to provide technical guidance and instruction to staff and customers.
  • Ability to develop and deliver effective presentations to groups of people on various topics.
  • Depending on assignment, must have ability to travel between various locations to meet the assignments of the position.
  • Five years of education and/or professional experience in operational or business systems analysis, or related area which must include at least one year of experience in developing, monitoring, evaluating, and implementing business solution strategies.
LICENSING/CERTIFICATION/REGISTRATION: 
  • Depending on assignment, a valid driver's license is required prior to appointment and must be maintained during employment in this class.
  • Depending on assignment, must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
 
OTHER REQUIREMENTS:
  • The probationary period for this class is six months.
