Essential Functions
- Coordinates and monitors solid waste collection, oceanfront cleaning, street sweeping activities, and other sanitation related services.
- Coordinates and monitors the recycling program for residential, multi-family, and commercial properties. Inspects material collected to ensure it meets specifications.
- Plans, coordinates, assigns, and inspects the work of contracted crews engaged in sanitation related activities; picks up trash as needed.
- Receives and responds to customer inquiries and complaints concerning service contract problems and or code violations and takes remedial action.
- Performs field inspections and surveillance to detect violations of regulatory waste rules and regulations.
- Prepares written investigative field reports of violations and detailed summaries of daily activities.
- Works with property owners and architects on new construction to ensure proper disposal of waste in accordance with sanitation ordinances.
- Coordinates proposed activities with other departments as required.
- Determines need for repair, maintenance, or construction of solid waste enclosures and locks.
- Oversees the permitting process for disposal services included in sanitation contracts with various customers.
- Consults with engineers, customers, vendors, outside agencies, and City employees to assess needs and ensure performance of service; ensures appropriate safety rules and procedures are complied with.
- Performs related tasks as required.
A high school diploma or equivalent and three years of experience in Public Works and sanitation. Experience in contract management is preferred.
Special Qualifications:
A driver’s license valid in the State of Florida. Must obtain a Florida Class B commercial driver’s license within six months of employment.
Knowledge, Skills and Abilities:
- Some knowledge of local public sanitation codes and departmental regulations.
- Knowledge of current developments and sources of information on waste collection and disposal.
- General knowledge of computer functions for purposes of data entry and retrieval of information.
- Ability to conduct inspections and ascertain facts through investigations.
- Ability to follow oral and written instructions.
- Ability to exercise considerable judgment and discretion in applying and interpreting policies and procedures.
- Ability to express oneself clearly and concisely, orally and in writing.
Physical Demands
The work is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:- Climbing: Ascending or descending terrain, ladders, stairs, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
- Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
- Standing: Particularly for sustained periods of time.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
- Grasping: Applying pressure to an object with the fingers and palm.
- Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
- Hearing: Required to perceive information at normal spoken word levels.
- Visual Acuity: Required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of computers, machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
Work Environment
The worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, and oils; the worker may be exposed to blood borne and/or waterborne pathogens and may be required to wear specialized personal protective equipment.Other Information
