As the Department Operations Specialist you will provide administrative, professional, and analytical support to the Parks and Community Services department director. On behalf of the director, you will manage a full range of complex administrative services and functions, coordinate and prepare the budget, research and analyze operational issues, assist with personnel related issues, and manage special projects, programs and services. You may also have supervisory or lead responsibility for administrative support staff.

  • Provides complex and confidential administrative support to the department director; relieves the department director of administrative responsibilities related to budget and personnel management.
  • Serves as liaison for the director with other divisions and work units within the department and with staff, boards, commissions, agencies and jurisdictions external to the department.
  • Develops and manages departmentwide customer service policies and procedures.
  • Develops project plans, determines timelines, and handles controversial and sensitive issues.
  • Conducts complex management studies, audits and analyzes operational issues, and evaluates and makes recommendations regarding policy, staffing, and programming. 
  • Coordinates preparation of the departmental budget; develops forecasts, goals, objectives and plans; prepares budget documents, narratives and analysis and coordinates budget preparation with other divisions and work units within the department.
  • Manages development, implementation and ongoing administration of software systems and applications.
  • Manages development, maintenance and accessibility of departmental records and records keeping systems; manages department records and records keeping systems; develops and monitors record retention and access policies and procedures.
  • Manages contracts, oversees contracting processes to ensure compliance with departmental and City policies and procedures; participates in preparing requests for proposal and review of bids. Manages contracts, oversees the work of contractors and vendors.
  • Prepares or monitors the preparation of correspondence; answers questions; responds to complaints and other requests for information.
  • In coordination with the Director, makes operational and policy-level recommendations.
  • Graduation from an accredited four-year college or university with a degree in public administration, business administration or a related field. A Master’s in Public Administration or a related field is strongly preferred.
  • four or more years of progressively responsible related administrative experience; or
  • any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.

Knowledge of:

  • Thorough knowledge of the principles and practices of public sector organization and program operations.
  • Knowledge of project management, including planning, scheduling, monitoring, and problem solving.
  • Knowledge of the methods and procedures of budget development and control; considerable knowledge of City, state, and federal laws and regulation relevant to the program area as well as departmental policies and procedures.
  • Knowledge of records management; relevant practice and federal state and local laws regarding retention and disclosure.
  • Principles and practices of supervision and human resources administration.
  • Advanced knowledge of office practices, methods and procedures.
  • Advanced knowledge of applicable, federal, state and local laws, codes, regulations and statutes.
  • Advanced knowledge and skill in working with a variety of software applications and computer products.
  • Mathematics and statistical analysis.

Skill in:

  • Use of computers, computer applications and software.
  • Communications, verbal and written.

Ability to:

  • Plan, direct and coordinate the work of support staff.
  • Develop and maintain effective working relationships within and outside of the department.
  • Prepare effective correspondence and reports.
  • Conduct complex administrative studies, analyze data and provide recommendations.
  • Interpret and apply administrative and departmental policies, laws, and rules.

Working Conditions

 TELEWORK CONSIDERATIONS 

The incumbent in this position will be expected to complete a teleworking agreement and work in a hybrid capacity (partial telework, partial in office). The incumbent must be available to attend in person meetings as needed to fulfill the duties of this position.  

Salary : $93,645 - $123,230
