Overview

To establish guidelines and procedures for investigating allegations of misconduct, abuse, or violations of policies and procedures within the Youth Services Center.

Position Responsibilities

  • Investigate Allegations. Conduct thorough, objective, and impartial investigations into allegations of misconduct, abuse, violations of policies and procedures, resident grievances, and other compliance-related concerns within the Youth Services Center (YSC). Investigate YSC staff and interview contract staff who have potentially engaged in activity not in compliance with Marion County YSC/Marion Superior Court policies.
  • Review Complaints and Resident Grievances. Receive, review, document, and manage complaints and grievances submitted by residents, staff, and external parties regarding potential wrongdoing, misconduct, policy violations, staff-resident interactions, or breaches of protocol within the facility. Assess complaints ranging from minor concerns to serious allegations requiring formal investigation.
  • Gather Evidence. Collect and analyze evidence, including witness statements, surveillance footage, audio recordings, documentation, electronic records, and physical evidence to ascertain the facts surrounding reported incidents and allegations.
  • Interview Personnel/Witnesses. Interview staff members, residents, contract staff, and other relevant parties to gather information and testimonies related to ongoing investigations, grievances, mediations, and compliance reviews.
  • Maintain Confidentiality and Professional Neutrality. Ensure confidentiality, professionalism, discretion, and impartiality throughout the investigation and grievance process to protect the privacy, safety, and rights of all involved parties. Maintain professional boundaries with staff and residents to preserve the integrity, neutrality, and credibility of the Ethics and Compliance Office.
  • Report Findings. Prepare detailed reports outlining investigative findings, grievance outcomes, conclusions, recommendations, and potential policy or procedural changes. Communicate findings and concerns to supervisors and management through professional written correspondence and documentation.
  • Collaborate with Authorities. Coordinate with law enforcement agencies, legal authorities, external oversight bodies, supervisors, and facility administration as needed to support investigations and ensure compliance with legal and regulatory standards.
  • Monitor Compliance. Regularly review and assess the YSC’s policies, procedures, staff conduct, and operational practices to identify potential areas of non-compliance and recommend improvements or corrective actions.
  • Provide Training and Recommendations. Develop, recommend, and/or deliver training programs and corrective guidance to educate staff members on ethical conduct, professionalism, policy compliance, resident rights, communication, and regulatory requirements to prevent future incidents of misconduct or non-compliance.
  • Promote Accountability. Advocate for transparency, accountability, fairness, and ethical behavior throughout the YSC by promoting a culture of integrity, professionalism, and responsibility among staff and residents.
  • Conduct Mediations. Facilitate mediations and professional conflict-resolution discussions between staff members when requested or recommended to improve communication, workplace professionalism, and overall facility operations.
  • Respond to Emergencies. Act promptly to address urgent or high-priority issues, including emergencies, security breaches, serious allegations, threats, or incidents that may compromise the safety and well-being of individuals within the facility.
  • Follow-up Investigations. Conduct follow-up investigations and grievance reviews as necessary to ensure corrective actions, recommendations, and training initiatives have been implemented effectively and that recurring issues are addressed appropriately.
  • Document Management. Maintain accurate, organized, and confidential records of all investigations, grievances, interviews, evidence, findings, recommendations, and resolutions in accordance with applicable laws, regulations, and departmental policies.
  • Remain Current. Stay informed about current trends, best practices, ethical standards, investigative techniques, and legal developments in the fields of internal affairs, compliance, and juvenile justice to continuously improve investigative procedures and operational effectiveness.
  • Support Management. Provide support, guidance, recommendations, and consultation to management personnel regarding Ethics and Compliance matters, including interpreting policies, addressing staff concerns, assisting with audits, reviewing misconduct allegations, recommending corrective measures, and maintaining a safe, secure, and professional environment within the YSC.
  • Initiate and Receive Requests for Investigation. Receive, review, and assess requests for investigations from residents, staff, supervisors, administration, and external sources regarding allegations of misconduct, policy violations, safety concerns, ethical issues, or inappropriate conduct occurring within the facility.
  • All other tasks and duties as assigned.

Qualifications

Bachelor’s degree in criminal justice, law enforcement, psychology, social work, or a related field are required. Must be 25 years of age. Excellent interpersonal relationship skills with proven experience conducting investigations. Intermediate computer skills required with familiarity with Microsoft products. Strong communication skills, both written and verbal. Previous experience in law enforcement, corrections, or a related field is required. Knowledge of community resources, child abuse and juvenile justice laws, policy compliance, behavior management system, and emergency evacuation codes essential. Specialized training in one or more specific clinical areas is required, including, but not limited to: internal affairs investigations, juvenile justice, and relevant laws and regulations. The ability to maintain confidentiality and strong, appropriate boundaries are required. Must be able to work any shift if needed.

Salary is based on applicable experience. There are enhancements for bi-lingual skills as well as educational enhancements.

While the traditional hours of this position will be 8a-5p, Monday through Friday, flexibility with the schedule will be required. There may be times when the schedule must flex to hours on second or third shift, or the weekend, depending on the work assignment and the availability of the employees needed to complete the assignment.
