Position is responsible for coordinating the day-to-day operations and transactions of DMD’s real estate portfolio including abandoned buildings, Land Bank properties, capital and catalytic projects, and industrial redevelopment targets. Incumbent in this position will collaborate with other DMD divisions, city, county departments, community groups, and external stakeholders to improve the health, investment, and utilization of city owned property. Incumbent will coordinate the transaction processes for the acquisition, maintenance, marketing, and disposition of city assets. Incumbent will implement creative strategies for the use and disposition of properties. This position is guided by standard operating policies and procedures with the ability to challenge procedures where appropriate. Incumbent will have limited direction and must be creative in implementation of vision. Position reports to Manager Principal Program Real Estate and Land Use. Agency Summary

  • Executes policy for city owned properties under the guidance of the Director, DMD executive leadership team, Principal Program Manager, elected officials, community groups, and other key stakeholders.
  • Coordinates the maintenance, marketing, acquisition, and disposition of city owned property, operating an internal agent for Land Bank Properties
  • Maintains adequate real estate and property documentation for city owned and acquired properties, including deeds, title work, assessment cards, plat maps, tax cards, etc.
  • Verify accuracy of information on Quit Claim Deeds for recording and title transfer
  • Orders title searches, commitments, or policies to determine owner ship of properties, validity of easements, liens of records, etc.
  • Responds to prospective buyer inquiries regarding the sale, transfer, or disposition of Land Bank properties.
  • Executes and implements creative uses and revenue generation for city owned property.
  • Understands, influences, promotes, and effectively presents city strategy regarding vacant and abandoned property.
  • Shows city owned properties to prospective buyers, Community Development Corporations, and private developers.
  • Works directly with neighborhood groups and attends regular evening neighborhood meetings.
  • Serves as the Real Estate Program’s liaison for compliance matters.
  • Works with the Principal Program Manager to coordinate DMD’s capital and catalytic projects
  • Ensures valuation systems are in place to measure effectiveness of goals, objectives, and activities.
  • Must maintain confidentiality at all times.

Minimum Job Requirements and Qualifications

Bachelor’s Degree in Public Administration, Real Estate, Business Management, or related field with a minimum of two(2)years of related work experience. An equivalent combination of education and experience maybe substituted in lieu of a degree. Must have a strong understanding and the ability to articulate principles of real estate municipal government, and comprehensive community development and to work collaboratively with neighborhood organizations and not-for-profits. Excellent speaking, writing, and listening skills are necessary along with the ability to collaborate with diverse people and backgrounds. Knowledge of city government’s inter-workingsandtheregion’sdevelopmentandnot-for-profitcommunityortheabilitytoacquireknowledge. Must establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, private contractors, business owners, and not-for-profit boards and directors. Ability to manage several high-profile projects simultaneously. Must be familiar with Microsoft Office and other software associated with this position.


Preferred Job Requirements and Qualifications
Real Estate Broker’s license desirable with two (2) years of direct work experience in community development. Experience with real estate transactions is with primary focus on the transactional elements. Must have a strong understanding and the ability to articulate principles of real estate, municipal government, and comprehensive community development and to work collaboratively with neighborhood organizations and not-for-profits. Excellent speaking, writing, and listening skills are necessary along with the ability to collaborate with diverse people and backgrounds. Knowledge of city government’s inter-workings and the region’s development and not-for-profit community or the ability to acquire knowledge. Mustestablishandmaintaineffectiveworkingrelationshipswithafullrangeofelectedand appointed officials, city colleagues, community leaders, private contractors, business owners, and not-for-profit boards and directors. Ability to manage several high-profile projects simultaneously. Must be familiar with Microsoft Office and other software associated with this position.
