The Indianapolis Department of Public Works (DPW) aims to improve residents' quality of life through bettering public spaces and infrastructure, and through providing excellent public services. With a focus on multi-modal connectivity, thriving green spaces, meaningful capital improvements, universal accessibility, and collaborative public and private partnerships, DPW builds and maintains public infrastructure and park land; manages solid waste collection; and keeps the City's entire vehicle fleet rolling. Job Summary

Position responsible for providing department leadership oversight and guidance to the garages and all areas of operations in order to ensure safe and functional streets, sidewalks, alleys, bridges, and safe thoroughfares while coordinating with and supporting the other functional responsibilities of the Department. This position will provide second level management support to the Administrators of the various operation divisions which are effectively run 24/7. Established policies and procedures control actions. Independent judgment is utilized when there are no available policies and procedures and errors in judgment may cause inconsistencies and inconveniences as well as regulatory and budgetary problems. Position reports to Various Operations Administrators.



  • Enforces safety regulations
  • Supports emergency response (this can be 24/7)
  • Second level of management to Administrators allowing for continued oversight during emergency situations and normal 24/7 operations
  • May be called on for depositions and must be comfortable working with legal 
  • Must be comfortable with training new employees/current employees on all processes and procedures
  • Must have a comprehensive working knowledge of the Collective Bargaining Agreement and work cohesively with Union leadership 
  • Conducts all tasks related to providing input to the annual and other periodic budgets
  • Coordinates programs and processes relevant to the area assigned 
  • Responds to or assigns to appropriate crew customer requests
  • Guides, leads, reviews, verifies, observes, and manages the work of people reporting directly to the incumbent
  • Evaluates, mentors, and disciplines direct reports
  • Coordinates work with other sections, division, and departments 
  • Coordinates work with volunteer groups
  • Ability to monitor equipment and vehicles
  • Provides reporting to management on a regular and as requested basis 
  • Must maintain confidentiality at all times

Bachelor's degree and four (4) years of related work experience, which includes two (2) years of supervisor experience. Any combination of education and/or related work experience totaling eight (8) years is acceptable in lieu of the aforementioned experience breakdown. Knowledge of City and Departmental rules and regulations involving this functional responsibility. Knowledge of the provisions of the Union Master Agreement and DPW Addendum. Knowledge of basic principles of facility management, including facility maintenance strategies. Knowledge of concrete and asphalt chemistry and other building and maintenance of infrastructure. Knowledge of drainage and stormwater systems. Experience in developing work programs and resource allocation. Experience in collaborating with citizens. Skill to be adaptable and evaluate and adjust work processes to achieve efficiency, effectiveness, and quality. Effective communication in oral, verbal, and written formats.


Preferred Job Requirements and Qualifications

Bachelor's degree and six (6) years of related work experience, which includes two (2) years of supervisor experience. Any combination of education and/or related work experience totaling ten (10) years is acceptable in lieu of the aforementioned experience breakdown. Knowledge of City and Departmental rules and regulations involving this functional responsibility. Knowledge of the provisions of the Union Master Agreement and DPW Addendum. Knowledge of basic principles of facility management, including facility maintenance strategies. Knowledge of concrete and asphalt chemistry and basic understanding engineering including building and maintenance of infrastructure. appreciation and understanding of drainage and stormwater systems. Experience in developing work programs and resource allocation. Experience in collaborating with citizens. Skill to be adaptable and evaluate and adjust work processes to achieve efficiency, effectiveness, and quality. Effective communication in oral, verbal, and written formats.

Work is combined in the office and field environment. The majority of time is spent divided between both indoors and outdoors or in an automobile. Will be required to be on twenty-four (24) hour call and required to respond to emergencies.


Physical Conditions

  1. Sitting at a desk or vehicle the majority of the day
  2. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10) pounds
  3. Tasks may involve extended periods of time at keyboard or workstation
  4. Tasks require the ability to perceive and hear sounds and see visual cues or signals
  5. Tasks require the ability to communicate orally and in writing
