The City of Idaho Falls is accepting applications for Security Manger. Under the general supervision of the Airport Director, the incumbent in this position provides operational and administrative management of airport security for the Idaho Falls Regional Airport. As part of the airport management team, this position is expected to have a general knowledge of overall airport management while providing perspective to airport projects and events as the subject matter expert on airport security.
SUPERVISION RECEIVED
Works under the general supervision of the Airport Director.
SUPERVISION EXERCISED
Supervises airport security personnel including the Airport Credentialling Specialist and Airport Security Inspection Specialist.
The compensation for this position will be determined based on the candidate’s experience, qualifications, and overall alignment with the position. The expected salary range is $30.70 to $33.41.
Ensures compliance with all regulations pertaining to security at commercial service airports including, but not limited to, Transportation Security Regulations under 49 CFR Part 1542, 49 CFR Part 1544, and the City of Idaho Falls Municipal Code.
Manages and maintains the contents of the Airport Security Program (ASP). Implement the requirements that are contained within the ASP. Monitors, inspects, investigates, and resolves all discrepancies, corrective action, and outcomes related to the security of the airport.
Maintains and monitors all TSA security directives, correspondence, internet communications and monthly audits of issued identification media. Compiles reports, writes reports, and makes recommendation to the Airport Director, or his or her designee, regarding airport security concerns.
Supervises, oversees, and conducts the airport credentialling and badging operation generally through subordinate staff. Conducts training and ensures compliance with all applicable rules and regulations pertaining to airport access. This includes, but is not limited to, review of criminal history records checks, security threat assessments, and all badging and training records.
Supervises and oversees the airport’s aviation worker screening program. May conduct screening. Conducts training and ensures compliance with all applicable rules and regulations. Resolve findings and ensure appropriate reporting is completed.
As the Primary Airport Security Coordinator, carries out day-to-day application and compliance with the ASP. This includes regular on-call responsibilities emergencies, security issues, and required investigations.
Conducts, either directly or through subordinate personnel, security related audits, inspections, investigations, and recordkeeping.
Develops and implements enforcement protocols within security violation programs including parking, towing, gate access, landside/airside ground transportation programs; provides frontline contact for security/safety issues; initiates corrective actions as necessary.
Under the direction of the Airport Director and coordination with other airport staff, supports the maintaining compliance with FAA Part 139 safety requirements including organizing and participating in Part 139 triennial and annual tabletop emergency drills. Coordinates, updates, and maintains relevant portions of the Airport Emergency Plan related to airport security.
Trains airport staff, tenants, and others on contingency plans through annual tabletop exercises and instruction; provides instruction in processes related to evacuations, bomb threats and unattended baggage; ensures staff compliance with various regulations and guidelines.
Writes and implements standard operating procedures for airport staff related to airport security.
Directly supervises the Airport Security and Credentialing Specialist and aviation worker screening staff. Provides functional direction to law enforcement assigned to the airport and other airport staff members. Acts as a liaison to law enforcement and coordinates training and other events occurring on airport property.
Coordinates with supervisors of all the Maintenance Operation and Custodian Operations specialist for all security and safety matters and for any type of event including snow operations.
Promotes safety and security programs and a related safety and security culture at all levels within the department.
At the department level, manages the airport access control system and security camera system. Trains users on its use and operation. Ensure systems are functioning well through routine monitoring, testing, verification, and audits of the system. May serve as a liaison to the City of Idaho Falls Information Technology division of Municipal Services.
Establishes, maintains, and creates positive working relationships and lines of communication with airport tenants, Transportation Security Administration personnel, airline staff, and the general public; ensures effective public relations with respect to various security actions and issues such as identification media, unattended baggage, overhead announcements, landside ground transportation, towing and parking violations, vagrants/stranded passengers, passenger assistance and lost and found program.
Attends various industry conferences, educational seminars, and trainings to maintain proficiency in industry standards related to airport management, security, and for professional development.
As a member of the airport administration team, assists all airport staff as necessary in the performance of general airport management including customer service, winter operations, airport operations, airport administration, and general city government.
Performs related duties and various special projects as directed.
This position is considered Essential Personnel and is subject to recall for airport emergencies, special events, or as directed by the Airport Director and/or their designee.
Skilled in the use of electronic media, smartphones, word processing, spreadsheets, access control system computer software, radio communications and safe vehicle operation on airports.
Ability to manage, supervise and direct the duties of others effectively in both normal and emergency situations; exhibit logical thinking, initiative, and problem solving capabilities in coping with a variety of compliance and enforcement issues; direct others in carrying out standard law enforcement and safety practices and procedures common to commercial service airports; communicate effectively, verbally, and in writing; establish and maintain working relationship with employees, general public and other governmental agencies.
Certified Member of the American Association of Airport Executives or Airport Certified Employee – Security designation is required or have the ability to obtain a certification within one-year of hire.

- Education and Experience:
- Bachelor's Degree in aviation management, business management, aviation safety, public administration, law enforcement, or a related field;
- At least three (3) years’ experience with responsibilities under a TSA regulated Airport Security Program under 49 CFR Part 1542. One (1) year of which must have been as an Airport Security Coordinator (ASC) or Alternate Airport Security Coordinator capacity. Certified Member of the American Association of Airport Executives, Airport Certified Employee – Security, or similar certifications and prior supervisory experience is highly desirable.
