Position Overview

The City Attorney serves as the chief legal officer for the City of Huntsville, providing professional legal counsel and representation to the City Council, City Manager, and all City departments, boards, and commissions. This position is a key member of the City’s executive leadership team and plays a critical role in shaping policy, ensuring legal compliance, and advancing the City’s strategic goals through sound, ethical, and forward-thinking legal guidance.

The successful candidate will bring deep expertise in municipal law, exceptional judgment, and a collaborative spirit aligned with Huntsville’s commitment to responsible governance and community progress.

Essential Duties and Responsibilities

  • Provide legal advice and counsel to the City Council, City Manager, and department heads on all matters affecting the City.
  • Attend and advise during City Council meetings, workshops, and other official proceedings.
  • Draft, review, and approve ordinances, resolutions, contracts, agreements, policies, and other legal instruments.
  • Represent the City in civil litigation, administrative hearings, and negotiations; manage and coordinate outside counsel when necessary.
  • Advise on land use, zoning, development, public works, procurement, employment law, open records, and ethics compliance.
  • Ensure compliance with the Texas Open Meetings Act, Public Information Act, and other relevant statutes and regulations.
  • Provide training to elected officials and staff on legal topics affecting municipal operations.
  • Maintain current knowledge of legislative changes, court decisions, and emerging trends in municipal and administrative law.

Minimum Qualifications

  • Juris Doctor (J.D.) degree from an accredited law school.
  • Licensed to practice law in the State of Texas and in good standing with the State Bar of Texas.
  • A minimum of five (5) years of progressively responsible experience in municipal law, preferably within the State of Texas.
  • Demonstrated experience in areas such as public governance, land use, contracts, personnel, and civil litigation.
  • Proven ability to communicate complex legal concepts clearly and effectively to both legal and non-legal audiences.
  • Exceptional integrity, judgment, and ability to manage sensitive and confidential matters.
  • Strong identification with our core behaviors of Service, Trust, Accountability and Respect.

Preferred Qualifications

  • Prior experience serving as a City Attorney, Assistant City Attorney, or legal advisor to a Texas municipality.
  • Experience in intergovernmental relations, public finance, and economic development.
  • Strong collaborative leadership style with a track record of building trusted partnerships across departments and with elected officials.
