Nature of Work
This is managerial, administrative and supervisory work in assisting the Director of Traffic Engineering in the operations and implementation of all work activities of the Traffic Engineering Division's signal, signs and marking staff, including administrative staff.
Work involves performing administrative functions, which include financial records management, procurement of materials and equipment, personnel management and management of the division's fleet of light and heavy vehicles. Work also involves developing the specifications and handling the procurement of all traffic control materials and equipment, including electronic traffic signal controls and specialized heavy motor equipment required for traffic pole erection and overhead traffic sign and signal maintenance. Work involves responsibility for the implementation of all policies, procedures, and activities regarding traffic signs, markings, and signals for city streets and other roadways. Work includes exercising independent initiative and judgement in planning and implementing long-range as well as day-to-day programs and establishing work priorities. Assignments are received from, and work is reviewed by, the Director of Traffic Engineering. Assignments are received either orally or in writing, and work is reviewed through conferences, performance appraisals, written reports, or results obtained. Work is checked for compliance with federal, state, and local laws, ordinances, policies, procedures, guidelines, and standards.
Essential and Marginal Functions of Work
Manages the operation and activities of the City's Traffic Engineering Division, regarding maintenance and installation of traffic control devices on existing streets and other roadways.
Oversees all traffic signal and sign shop activities, including emergency response to malfunctioning computerized traffic signal systems, shop testing and evaluation of traffic signal timing plans, testing and repair of traffic signal components and assessment of advanced sensor microprocessor and communication technologies.
Manages all traffic operations field activity, including scheduling and implementation of major repairs, improvements, installation and maintenance of traffic signals, traffic signs and pavement marking and the construction of traffic control systems at newly constructed intersections.
Perform extensive field work and oversee on-site operations. Coordinate with field crews and contractors while navigating varying site conditions. Monitor activities in real time and ensure work is executed safely and efficiently.
Lead and or support field personnel across projects of varying size and complexity. Assign tasks, coordinate crew activities, and communicate expectations clearly. Evaluate field conditions, make timely decisions, and maintain accountability for performance and safety.
Ensures the development of initial and revised detailed task descriptions and forecasts of their associated technical, manpower and cost and schedule requirements.
Prepares the Division's operating budget and initial request for the Division's Capital Improvement Plan (CIP); monitors expenditures in both operating and capital accounts; approve purchases and procure supplies; develops the operating budget and oversee the purchasing of traffic control equipment, materials and supplies and the Division's fleet of vehicles and accessories.
Develops the Division's risk management program to include responses to citizen requests based upon needs, assign priority and documents investigations and responses for potential future litigation.
Coordinates and conducts on-site inspections of traffic control devices along existing streets and all new annexations to ensure the required traffic control devices are in place; coordinates and conducts on-site inspections for acceptance of new subdivisions to ensure the required traffic control devices are in place as required of developers in accordance with the Manual on Uniform Traffic Control Devices (MUTCD).
Supervises and assists in testing and evaluating new equipment for compliance with specifications and performance standards.
Prepares specifications for equipment, both for a fleet of specialized trucks and hydraulic lift equipment and electronic traffic control devices.
Conducts research and investigation regarding new developments in traffic equipment technology.
Interview, and hire qualified candidates. Direct employee performance by setting expectations, conducting evaluations, and implementing corrective or disciplinary actions. Enforce divisional policies to ensure accountability and consistency.
Investigates and resolves complaints and maintenance issues; supervises field investigations to resolve complaints and maintenance issues related to traffic signs, markings, signals and visibility obstruction issues.
Manages or supervise all administrative functions, to include personnel records, time accounting, requests for services, complaints from the public and other City departments; manages work orders, enters purchase orders and processes invoices.
Respond to after-hours service needs, including nights and weekends. Provide on-call support and address emergency situations as they arise. Mobilize resources, assess field conditions, and resolve critical issues, including overnight operations when necessary.
Requires regular and prompt attendance plus the ability to work well with others and work well as a team.
MARGINAL FUNCTIONS OF WORK:
Attends Council meetings, Department Head meetings and public meetings for the Director of Traffic Engineer as requested.
Attends and/or conducts meetings, training sessions, and seminars with appropriate personnel when requested.
Testifies in court regarding adherence to City policies and guidelines relating to traffic operations.
Performs related work as required.
Knowledge, Skills and Abilities Required
Thorough knowledge of the Manual of Uniform Traffic Control Devices (MUTCD).
Ability to organize and direct the work of a diverse group of employees.
Ability to use various computer programs, such as word processor, spreadsheet, etc.
Ability to deal tactfully with the public.
Ability to communicate effectively, both orally and in writing.
Skill in the resourceful use of staff and materials to achieve work objectives.
General knowledge of industrial safety.
Minimum Education, Training and Experience
Bachelor's Degree from a college or university accredited by a regional accrediting agency recognized by the U.S. Department of Education with a major course work in Business or Public Administration, Civil Engineering management, Project Management, or related field with experience in a lead, supervisory, or managerial role.
Working Environment
Work is performed both indoors and outdoors; occasional exposure to adverse weather conditions, high voltages, lightning, traffic hazards, chemicals, and high noise levels from equipment is required.
Physical Demands
Work requires regular physical activities such as walking, standing, bending, climbing, and light lifting; ability to operate a vehicle and a personal computer.
Necessary Special Requirements
A valid Alabama driver's license.
- Certification in Signals and Signs from the International Municipal Signal Association (IMSA), Signals Level 1 & Signs and Markings Level 1), preferred or within twenty-four ( 24 ) months.
