GENERAL PURPOSE: Under the general direction of the City Manager the Parks and Programs Coordinator is responsible for professional, technical, and administrative oversight of seasonal park operations, recreational programming, and facility coordination. This position supervises seasonal staff, manages park concessions, coordinates special events, and ensures exceptional service delivery at City-operated parks and recreational facilities, including Scofield Park and the Howell Fire and Ice District.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Coordinate daily operations of City parks and recreational facilities
- Directly oversee and manage the Scofield Park concession operations, including seasonal staffing, inventory control, food safety compliance, and daily financial reporting.
- Manage day-to-day activities of the Howell Fire and Ice District, including setup, scheduling, staffing, equipment oversight, and public engagement.
- Ensure all facilities are properly stocked, maintained, and prepared for seasonal use.
- Recruit, hire, train, schedule, and supervise provisional and seasonal staff.
- Create and implement onboarding and training programs to ensure staff readiness and professionalism.
- Assist in the development, implementation and programming of community events.
- Coordinate logistics, staff scheduling, setup, and customer service for events and activities.
- Collect and analyze event data to evaluate program success and guide future offerings.
- Assist with the preparation and administration of the parks and programs operational budget.
- Monitor daily and seasonal expenditures to ensure compliance with budgetary goals.
- Manage procurement and inventory of equipment, concessions, and supplies.
- Ensure accurate and secure handling of funds from concessions, rentals, and entry fees.
- Work with local recreation authorities, non-governmental organizations and other City Departments on programs that build strong neighborhoods and a vibrant downtown
ADDITIONAL RESPONSIBILITIES:
- Respond to inquiries from the public, including answering phones, preparing written correspondence, and presenting information to visitors and civic organizations to inform the public about park regulations and available park and programs facilities.
- Represent the Parks & Programs division at community events, meetings, and committees.
- Provide cross-coverage and support to other public service divisions as needed.
- May be assigned to work at different parks or City facilities depending on staffing or operational needs.
DESIRED MINIMUM QUALIFICATIONS
- Associate’s degree in Recreation, Public Administration, Business, or related field; Bachelor’s degree preferred.
- Applicants with 4 years of related experience may be considered in lieu of educational requirements.
- Two (2) years of supervisory experience or five (5) years of experience in parks and recreation operations.
- Event planning and seasonal program management experience preferred.
- Knowledge of budget administration, cash handling, and inventory controls.
- Understanding of state and federal laws related to employment and recreation operations.
- Proficiency in Microsoft Office Suite.
- Strong communication, leadership, and problem-solving skills.
- Ability to work flexible hours, including evenings, weekends, and holidays.
- Possession of a valid Michigan driver’s license and acceptable driving record.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to use hands and fingers and reach with hands and arms to change the beach flags and to complete other tasks. The employee is frequently required to walk and stand in sand. Employees must be able to talk, hear, and see. Employees must be able to differentiate colors to place the display with the proper flags. The employee is occasionally required to climb, balance, stoop, kneel, and crouch. The employee must occasionally lift and/or move up to 50 pounds.
