DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The individual that will assume this role will report directly to the Solid Waste Management Department Chief of Staff. This role will be expected to lead, supervise and develop employees of business units (public information/communications, new program development, GIS team, Recycling, and contract procurement). Managing and directing teams to complete deadlines, reviews operations and establishes objectives within the division.
Essential job duties and responsibilities includes but not limited to:
- Represents the Department at meetings and functions to gather information and to articulate department opinions and/recommendations.
- Manages, trains, develops, counsels and evaluates staff performance.
- Establishes policies, procedures, guidelines and project schedules.
- Researches, reviews and evaluates new data, reports, products and other information.
- Acts as liaison to other departments, government agencies, private sector, and general public in obtaining and explaining technical and non-technical information.
- Develops and interprets codes, ordinances and specifications. •Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
- Manages and negotiates procurement terms and conditions with potential vendors.
- Provides technical advice, consultation and support to departments and other agencies and groups.
- Coordinates the preparation, implementation and monitoring of the budget and expenditures.
- Develops methodologies for creating project data.
- Special projects as assigned, working on a wide variety of financials, administrative, professional management and community issues
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.MINIMUM REQUIREMENTS:
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to they type of work being performed.
EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis
LICENSE REQUIREMENTS
A valid Driver’s License and compliance with the City of Houston’s policy on driving (AP 2-2).
- Experience with resource management, operational performance and analysis, and KPI development and tracking.
The selection process will involve application review and/or interview. Department may administer skills assessment test.

If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.
PAY GRADE: 29

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
