Job Title: Superintendent of Outdoor Works

Department: Dept. of Public Works

Reports to: DPW Director

Job Summary:

Supervisory and administrative work assisting the Director in discharging the duties of his office involves planning, coordinating, assigning, and supervising foremen and subordinate employees in projects and activities of the department— excluding work on public buildings and the wastewater treatment plant. It also entails the responsibility for the proper maintenance of all records related thereto.

Supervisory Responsibilities: As the Superintendent of Outdoor Works, you will lead and oversee the supervision of a diverse team, including the Building Maintenance Supervisor, Highways & Bridges Foreman, Refuse Foreman, Recycling Coordinator, General Construction Supervisor, Automotive Supervisor, City Forester, and Safety Officer. Your role involves ensuring efficient coordination among these positions to maintain and enhance the outdoor infrastructure of the city. This includes overseeing roadways, waste management, recycling initiatives, construction projects, vehicle fleet maintenance, urban forestry, and safety compliance, contributing to the overall functionality and sustainability of the outdoor environment.

Duties/Responsibilities:

● Performs highly responsible work that demands considerable independent judgment in the planning, direction, and control of the operation and maintenance of public works infrastructure.

● Supervises, through subordinate foremen, the work of several crews engaged in road/sidewalk repair and maintenance, solid waste, recycling collection, maintenance of parks and grounds, tree trimming, and removal.

● Conducts regular rounds of job sites to inspect operations, assure compliance with established practices and procedures, and provide technical advice and direction to foremen and other subordinates.

● Supervises, through subordinate foremen, round-the-clock snow removal, plowing, and sanding operations, as well as providing direction and assistance in other emergencies as required.

● Oversees or assists in the oversight of contractors engaged in work on behalf of the City to ensure compliance with contract specifications and City requirements.

● Prepares plans, specifications, and cost estimates for the purchase of necessary equipment, materials, and supplies and for construction and repair projects. Confers with the Director, subordinates, and Engineering staff concerning estimates and work in progress.

● Communicates frequently with other City officials, local, state, and federal agencies, engineers, attorneys, and the general public.

● Ensures compliance with municipal, state, and federal regulations for public works activities and facilities.

● Performs related work as required.

Education, certification, licensure, or other similar requirements: High School Diploma or equivalent. Bachelor's Degree in Civil Engineering, Environmental Engineering, or a related field preferred.

Experience Required: A minimum of 7-10 years of relevant experience in public works, outdoor infrastructure management, or a related field is required for the position of Superintendent of Outdoor Works. This experience should demonstrate proficiency in strategic planning, comprehensive oversight, strong leadership, and effective collaboration to successfully manage the diverse responsibilities associated with the role, contributing to the overall functionality and sustainability of the outdoor environment.

Job Environment: The Superintendent of Outdoor Works operates in a dynamic job environment that spans both office and field settings. While engaging in strategic planning, coordination, and administrative tasks in the office, the role requires regular on-site visits to construction projects and job sites, overseeing diverse responsibilities such as road/sidewalk repair, waste management, and emergency response. Collaborating with a varied team, the superintendent ensures effective communication, regulatory compliance, and community engagement, contributing to the overall functionality and sustainability of the outdoor infrastructure in a high-paced and occasionally stressful environment.

Fair Labor Standards Act (FLSA) status: Non-Exempt (hourly)

Employment status & Hours: Regular Full-time employment, 40 hours per week, Monday-Friday, 7:00 a.m. to 3:00 p.m.

Salary/Pay rate: $34.62 (minimum) to $36.43 (maximum) per hour (UPSEU- PS29)
