Position Summary:
The Public Works Director is responsible for the oversight and operations of the City of Holts Summit’s public works utilities. This role involves direct supervision of departmental staff, coordination of maintenance and repair activities, regulatory compliance, budgeting, and communication with stakeholders, including residents, developers, and city officials. This position ensures the efficient and safe functioning of the city's utilities and utilities facilities.
Key responsibilities include:
- Operational Management: The Public Works Director oversees all daily operations of the wastewater and Transportation divisions. They are responsible for department direction, planning, and ensuring continuous compliance with all applicable local, state, and federal regulations.
- Mechanical and Facility Maintenance: This role includes equipment management, as well as maintaining surrounding grounds through mowing and weed control. The Public Works Director also ensures the maintenance facilities are in a clean, organized, and fully operational condition.
- Equipment Operation: The Public Works Director oversees the use of various types of heavy equipment, such as backhoes, front-end loaders, dump trucks, sludge trucks, and sewer flushing machines, ensuring their proper and safe use during daily operations and special projects.
- Departmental Oversight: The position involves maintaining a safe and efficient work environment, supervising and training Public Works personnel, and coordinating with the city departments during emergencies or city sponsored events. The Public Works Director is responsible for overseeing and verifying employee timesheets and coordinating with the City Clerk to ensure timely and accurate payroll processing. Additionally, the Public Works Director collaborates with the City Administrator to develop and manage the department’s annual budget, approve necessary purchases, and plan and oversee sewer construction projects carried out by city staff or contractors.
- Regulatory and Administrative Responsibilities: The Public Works Director prepares reports for regulatory agencies such as the Missouri Department of Natural Resources and communicates regularly with city officials, including the City Administrator, Mayor, and Board of Aldermen. They play a key role in planning system expansions, reviewing development plans with engineers and developers, and recommending updates to city ordinances related to department operations.
- Physical Requirements: Lift at least 50 pounds repeatedly, and perform manual labor involving heavy lifting, stooping, bending, and twisting.
- Customer and Public Interaction: This position requires prompt and professional responses to public concerns, complaints, or service inquiries. The Public Works Director also attends city meetings, sometimes outside of regular work hours, to represent the Public Works and provide updates or information regarding ongoing or proposed projects.
- Flexibility: Maintain flexible hours for emergency callouts and snow removal events.
- Site Safety and Preparation: The Public Works Director ensures job sites are safe by eliminating hazards, setting up barricades and traffic control devices, and rerouting traffic when necessary. Safety is a top priority, and proper site preparation is essential to protect both workers and the public.
Education & Experience
• High school diploma or equivalent required.
• At least 10 years of experience in municipal or government utilities or a related field.
• Direct supervisory experience required.

• Previous experience operating heavy equipment, skid-loaders, backhoes, dump trucks, etc., is preferred.
