This is responsible administrative work of more than average difficulty directing the administrative operations of the building permit application process with the objective of ensuring accurate and efficient assistance is provided to the general public and the business community, in accordance with compliance of established State, County and City codes. The employee isassigned to the administrative functions associated with the intake and issuance of all building permits, the timely and accurate processing of permit and property documents, and customer service, phone and building reception. Work requires the independent application of building permit procedures and regulations. Supervision is received from an administrative superior who reviews work through conferences and review of work in progress.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
- Under the direction of the Assistant Permit Services Manager, assists other office personnel in the monitoring and tracking of applications through the streamline permitting system to improve agency responsiveness, technical assistance, and support.
- Assists contractors, developers and the public regarding procedures associated with building permits.
- Receives and processes various permits applications; reviews for completeness and sufficient documentation and computes appropriate fees.
- Answers inquires and requests from the general public and business community, through friendly, professional customer service skills, ascertain the needs of the customer and providing appropriate assistance and information.
- Checks and reviews a variety of data for accuracy, completeness, and conformance to established standards and procedures.
- Checks to ensure contractors are properly licensed; verifies data with appropriate State agency; helps contractors fill out license applications.
- Ability to schedule inspections.
- Performs informational research for inclusion into reports and to ascertain background information on addresses, business entities or other pertinent information.
- Operates computer, and other office automated equipment.
- Maintains and files records related to issuance of permits.
- Types forms, reports, memoranda and letters.
- Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
- Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

EDUCATION/EXPERIENCE:

Required:
High School Diploma or GED equivalent and two (2) years of clerical experience with considerable customer service experience.
Preferred:
Experience providing clerical and customer service in a building permitting environment.
Notary Public Certification
CERTIFICATES, LICENSES, REGISTRATIONS:
- Valid Driver’s License: With proof of automobile insurance
- Background Check: Must have an acceptable background record
- Driving Abstract: Must have an acceptable driving record
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
KNOWLEDGE, SKILLS, ABILITIES:
- Considerable knowledge of the principles and practices of customer service.
- Extensive knowledge of all the functions relevant to the processing and approval of building construction permits.
- Knowledge of proper English, building terminology, spelling and arithmetic.
- Knowledge of the interrelationship between the Building Division and other City agencies involved in the permitting process.
- Skill in the operation of modern office equipment.
- Ability to access, operate and maintain various software applications.
- Ability to explain established laws, regulations and procedures.
- Ability to deal tactfully and effectively with the public.
- Ability to type 35 WPM.
- Ability to identify and analyze problems and develop solutions.
- Ability to establish and maintain effective working relationships with fellow employees and the public.
