DEFINITION

Under general direction of the Finance Director, plans, organizes, manages, and directs the City's Capital Finance and Construction Management Division. Responsible for financial planning, budgeting, accounting, reporting, contract compliance, grant administration, debt financing, and fiscal oversight of all capital improvement projects, project ledger, utility infrastructure, facilities, streets, parks, airport improvements, and other capital assets. Works closely with Public Works, Engineering, Utilities, Building, Planning, and Fire Permitting, consultants, contractors, and funding agencies to ensure projects remain financially sustainable and compliant.

SUPERVISION EXERCISED

Receives general direction from the Finance Director and exercises direct supervision over professional, technical, and administrative staff assigned to capital finance, grants, contract administration, and construction accounting.

DISTINGUISHING CHARACTERISTICS

Executive management classification responsible for the City's financial oversight of all capital programs, combining governmental finance with construction accounting, infrastructure financing, grants management, and long-range capital planning.

  • Plan and manage the financial components of the City's Capital Improvement Program (CIP), permitting and residential development.

  • Develop multi-year capital financing plans and project cash-flow forecasts.

  • Prepare and monitor capital project budgets throughout design and construction.

  • Oversee construction accounting, contractor payments, encumbrances, contingencies, and change orders.

  • Administer federal, state, and regional infrastructure grants and reimbursement requests.

  • Coordinate financing for water, sewer, stormwater, streets, parks, airport, facilities, fleet, and technology projects.

  • Assist with bond financing, loans, building, planning, fire and development impact fees, and other infrastructure funding.

  • Prepare monthly capital reports, building permit report, budget reports, debt reports, and Council presentations.

  • Develop project financial controls, dashboards, and performance measures.

  • Coordinate annual audit activities related to capital assets and construction projects.

  • Supervise assigned staff and perform related duties as assigned.

Experience and Training Guidelines
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: Bachelor's degree in Business Administration , Accounting, Finance, Public Administration, Construction Management, , Economics, or a closely related field. A Master's degree is preferred.

Training: Seven (7) years of progressively responsible experience in governmental finance, construction finance, capital project management, infrastructure financing, engineering administration, or public works financial management.

  • Certified Public Accountant (CPA)

  • Masters in Public Administration (MPA)/(MBA)

  • Certified Public Finance Officer (CPFO)

  • Project Management Professional (PMP)

  • Certified Construction Manager (CCM)

  • Certified Government Financial Manager (CGFM)


Knowledge Of

  • Governmental Accounting Standards (GASB) and GAAP

  • Capital Improvement Programming

  • Construction accounting and contract administration

  • Customer-focused project management

  • Grant administration and reimbursement

  • Municipal debt financing

  • California Public Contract and Building Code

  • ERP financial systems and capital asset accounting

Ability To

  • Manage complex capital finance programs.

  • Analyze construction costs and financial risks.

  • Develop long-range capital funding strategies.

  • Interpret contracts and grant requirements.

  • Prepare executive-level financial reports.

  • Coordinate with multiple City departments and outside agencies.

  • Supervise professional staff.

Salary : $153,890 - $187,054
