What are the responsibilities and job description for the E.A.G.L.E OPERATOR/ANALYST (NON-CERTIFIED) position at City of Hobbs?
As a Civilian (non-sworn) in the EAGLE, you will provide real-time operational and analytical support to officers in the field by monitoring video feeds, databases, and advanced technology systems. This role directly supports active investigations and critical incidents by helping to:
• Track active incidents• Identify suspects and vehicles
• Locate fleeing individuals
• Communicate timely updates and directions to officers
- Actively monitors calls-for-service and will identify potential calls where additional situational awareness could be provided prior to an officer’s arrival. Maintain situational awareness and availability while assisting an active call-for-service.
- Assist professional, sworn, and non-sworn staff in performing and conducting research, special projects, and administrative and technical functions; perform data collection and analysis; prepare draft narrative reports and technical documents; enter and manipulate data using a computer. Maintain a variety of confidential and sensitive information.
- Establish and maintain systems related to assigned technical areas of responsibility; monitor area activities and report progress, as required; maintain statistical information on specific areas of responsibility.
- Assist with a variety of administrative operations and prepare or recommend procedural modifications.
- Assist the general public by providing information and addressing a variety of requests and concerns. Document all call-for-services where an E.A.G.L.E. Operator was utilized for assisting responding officers.
- Conducts research on existing information sources (e.g. databases) to provide relevant information to officers responding to calls-for-service. The E.A.G.L.E. operator will provide this information based upon their observations, experience, and as requested. They are expected to use the most appropriate communication channel (e.g. police radio, MDT, Instant Message, telephone).
- Respond to internal and external requests for information and records from police, operational and administrative staff, citizens, news media, and other law enforcement agencies.
- Regular attendance is required to perform the duties of this position and shift work will be required. Including nights, holidays and weekends. Subject to court attendance.

NON-ESSENTIAL DUTIES

Education and Experience:
- Graduation from high school or GED equivalent required. (Associates degree or higher preferred).
- Two (2) years of experience in a public safety, or investigation capacity preferred.
- Previous experience in a law enforcement agency is preferred.
- Information Technology (IT), Computer Skills, Basic Technology skills preferred.
LICENSING AND CERTIFICATIONS
- Must possess and maintain a valid State issued Driver’s License
- Ability to obtain CPR/First Aid certification
Knowledge, Skills and Abilities:

PHYSICAL DEMANDS

Vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Minimum vision abilities set are as follows: uncorrected distance vision should be no more than 20/100, correctable to at least 20/30; near vision correctable to at least 20/40; color vision correct reading of at least nine or more of the first thirteen plates of the Ishihara test; depth perception should be sufficient to demonstrate normal stereo depth perception with/without correction to the standard-100 ARC seconds. Minimal hearing acuity should be the average hearing level at the test frequencies, 500, 1000, and 2000 Hz will not exceed 25dB in either ear, and no single hearing level will exceed 30dB at any of these test frequencies in either ear. Hearing loss at 3000Hz will not exceed 40dB HL in either ear.
